EAW SUNWO~D DRIVE <br />RAMSEY, MINNESOTA <br />RESPONSE TO COMMENTS <br /> <br />The commeni period for the above referenced EAVV expired h/lay 26, 1994. <br />Comments were received from one nearby, landowner,, from h/letropolitan Council <br />(MC), Minnesota Department of Natural Resources (DNR) and the Minnesota Historical <br />Society (MHS). The letters of comment from all but the MHS are attached. The <br />IVlinnesota Historical Society indicated that an archaeological review should be done <br />within the corridor. The City contracted with a consultant to provide these services. <br />A written repdrt is due in the near future, but the verbal report is that no significant <br />historical or archaeological resources were located in the corridor. The responses to <br />comments are: as follows: <br /> <br />COMMENTS F~ROM MR. BEN DEEMER (MAY 5, 1994) <br /> <br />RAMSEY, MINNESOTA <br /> <br />P. 2,.Item '~ 6 ,.Steep slopes/erodible soils. <br /> <br />The slopes south of Sunfish Lake vary from approximately a 9% slope on the <br />west to approximately 16% at the steepest portion. With the proposed <br />alignmef~t a portion of the hillside would be cleared and appropriate grades <br />would b!ecut. Cut materials will be used to balance fill requirements elsewhere <br />within the project. A segment of this roadway may require retainin9 walls for <br />a distance of 400' more or less. As design phases proceed, the extent of wall <br />verses grading will become clearer, in any eyent, the proposed construction <br />will include slope stabilization through grading; retaining wall(s) as appropriate, <br />and revegation. An unfortunate result of the WCA but common occurrence <br />with projects is that woodlands are being sacrificed in order to avoid or <br />minimize, wetland impacts, regardless of the functional value of the particular <br />wetland;. <br /> <br />P. 3, Item 18- OHW <br /> <br />The City ordinance requires that the same OHW setback apply to streets and <br />pavements as with structures whenever possible. The ordinance however, <br />does allow some latitude. In addition, the OHW level is not the same as the <br />wetland' edge. Typically the wetland will be larger than the boundary of the <br />OHW. In this case, as with others, the intent is to avoid or minimize impacts <br />on wetlands to the extent practicable. <br /> <br /> <br />
