Item 25 Blackberries are of the genus Rubus. The only Rubus species currently on Minnesota's endangered, threatened or special concern plant list is Rubus chamaemorus (Ctoudberry). This species has. been found in Lake Count;,, Superior National Forest and prefers bog habitats. The plant is distinctive due to its notable lack of prickles or bristies. Six species of blackberries are recognized in Minnesota, none of which are endangered, threatened, or of special concern. Fiaures 2.3..4,5 show different alionments Figure A is a City-wide mao illustratin~o genera! alignments of major transportation corridors. Figures 2, 3, 5 are vastly different in scale and level of detail. As more detailed maps are used, the alignments may vary to avoid constraints or take advantage of terrain or other factors within the general corridor. xxi - 23 Roadway S~)eed/Desion/Enforcement This comment relates to enforcement more so than design issues. By the commentator's own logic a 30 mph design could allow some traffic to move through the area at speeds of 45-50 mph. The standard design speed for this type of roadway is 40 mph. P 13 - Information and plans were not reviewed This roadway extension has been proposed since 1974 (Road & Bridge Minutes 1/18/94). The transportation plan (with the general alignment shown) was part of the comprehensive plan update in 1989-90. Alternatives were reviewed with the City Council on 1/18/94 and further discussions of the roadway by each body occurred 4/12/94.
