Re' <br /> <br />Wetlands/l~iur~ace Water <br /> <br /> The EAW was prepared in late winter thus prohibiting a detailed wetland <br /> delineation during the preparation. Wetlands were, in fact, delineated in early <br /> May, 1994. The proposed project will unavoidably impact wetland areas, since <br /> there are no prudent alternatives to some segments of the roadway. As a <br /> result of the delineation, the extent of the impacts is able to be measured more <br /> accurately. The EAW had earlier stated that 0.8 acres of wetlands would be <br /> impacted. Based on the field delineation, a total of 1.16 acres will be <br /> impacted. As the project continues through the design process the <br /> minimization of these impacts will continue to De a focus of the projecT. It is <br /> recognized, however, that since some impacts cannot be avoided, mitigation <br /> will be necessary. <br /> <br />Storm Water RYnoff <br /> <br />Re: Nompoint Source Pollution <br /> <br />The Council's comments reflect policy adoption measures which the community <br />must ad'pt to conform with MC policies. With regard to this project <br />specifically, a NPDES stormwater discharge permit will be required for <br />construct;ion activities. Best Wlanagement Practices for erosion & sedimentation <br />control and protection of water quality will be incorporated as a part of the <br />design arid permit approval process. The design of the sedimentation basins <br />must similarly comply with BMP/NURP guidelines. <br /> <br />Ramsev -Davtan Mississippi River Corridor <br /> <br /> Re: MC has not committed support to this crossing. <br /> <br />It is recognized that the' MC has not committed its support to this crossing. <br />Nevertheiess, the crossing is an element of the communities' comprehensive <br />plans as well aS Anoka County's comprehensive transportation plan. The <br />approach to the Ra'msey side of the river crossing has been protected through <br />the plattir~g process providing a corridor to link with Trunk Highway 10. Thus, <br />while mui:h work needs to be done, the community will continue to work to <br />assure thi~t this important link can become a reality. <br /> <br />DNR COMMENT.
