roadway has been a part of the City's transportation plan since 1974. All of <br />the community's long range planning west of Krypton Street is based on the <br />connection of this proposed collector to provide access to these areas. The <br />projected APT for existing and proposed 0evelopments in this area is 5000 to <br />5800 trips per day. This volume necessitates a collector street since <br />alternative use of local residential streets would accomodate a maximum of <br />750 trips per day. A "no i~uitd" alternative is thus, not an option. <br /> <br />Alternatives <br /> <br />¼;etland I 1 <br /> <br />The existing Sunfish Lake Drive ends immediately east of 114P. The proposed <br />roadway links to the existing road unavoidably impacting approximately 23,430 <br />square feet (0.55 acres) of the east arm of this wetland. The only options are <br />whether it is more prudent, practical and feasible to place box culverts or bridge <br />this wetland rather than fill. The alignment study details the costs associated <br />with three options; 1) bridge $513,000, 2) box culverts- $502,000 or 3) fill <br /> <br />practical. <br /> <br />The crossing of the westerly arm of 114P impacts approximately 2700 square <br />feet (0.06 acres) of wetland. In order to avoid this wetland area, the route <br />must swing south and then west with a comparatively poor alignment making <br />it difficult to achieve the 40 mph design speed, if the road alignment shifted <br />south to avoid this narrow corssing, the re"sultin9 shift would impact a <br />considerable larger area in the east arm of the basin. Thus, the proposed <br />alignment is the one which impacts the least amount of wetland. In addition, <br />a somewhat unique, wooded knob of higher ground lying between these Two <br />wetland arms of 114P would be destroyed with the Alternative lB alignment. <br /> <br />Wetland 673W <br /> <br />This wetland would be impacted in Phase 2 of the project w, ith the selected <br />alignment, 2B. Approximately 22,530 squear feet (0.52 acres) of wetland are <br />impacted with the proposed 673 were impacted with the proposed crossing. <br />While avoidance of wetland impacts is desired, this wetland would also be <br />impacted regardless of the selected alignment, 2A, B, or C. The issue then <br />becomes, Which alignment balances an acceptable environmental impact on the <br />wetland with safety, impacts on other habitat, impacts on residents, as well as <br />other factors As indicated by the Anoka Co. Hwy Depar-[menz review letter of <br />February 1, 199~ and the alignment study, Alternative 28 bes~ achieves this <br />balance. The other two alignments by comparison are neither prudent nor <br />practical when safety concerns are factored in. <br /> <br /> <br />
