A "no build" aitemafve is thus not an option. <br /> <br />The City has reviewed a vau'Setv of possible aiignments in order to find the alignment tha~ <br />would best fi! with the communitv's needs and the environmental concerns of' the area. <br />This ahgnmem proves to best fit this crileri~. <br /> <br />Steep Slopes and Soiis: <br /> <br />The slopes south of Sunfish Lake vary from approximately a 9 percent slope on the ,.vesl to <br />approximate}y } 6 percent at the steepest portion. With the proposed alignment a portion of <br />the hillside would be cleared and appropriate ~ades wouJd be cut. Cut materials will be <br />used to balance ill] reouirements elsewhere within the project. A segment of this roadway <br />may require retaining walls for u distance of 400', more or ]ess. As design phases <br />proceed, the extent of wall verses ~ading will become clearer. In any event, the proposed <br />construct/on will include slope stab/Jization through grading, retaining wall(s) as <br />approphate, and revegetafion. An unfortunate result of the WCA, but common c~currence <br />with projects, is that woodiands are being seer/riced in order to avoid or minirmze wetland <br />impacts, regard}ess of the functional value of the particular wetland. <br /> <br />III. CONCLUSIONS <br /> <br />The proposed project will meet all MPCA, DNR, and Corps of .Engineers requirements and <br />standards. Areas which could have had a potential for significant environmental effects have been <br />idenrifi~ and evaluated. No porentJal]), significam negative impacts were identified; therefore, no <br />environmental impact statement is required. <br /> <br />Based on the findings and conclusions contained herein and in the reference documents, inclucSng <br />al) comments received in the envLronmentaJ assessment worksheet, the City of Ramsey deterrmneA <br />on August 22, 1994, that an environmental impact staremem is not required on the proposed <br />pr~ect. <br /> <br />Mayor <br /> <br /> <br />
