2000 CAPITAL IMPROVEMENTS PROGRAM <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />(CIP) <br /> <br />CAgE n6 <br /> <br />Background: <br /> <br />As you will recall, each year the Park and Recreation Commission submits its recommendations to <br />City Council for the adc~ition of the new fifth year of thc Park's Five Tear CIP, in this case, the <br />year 2000. Often the nearer programmed years are mended to reflect various internal and external <br />circumstances. The proposed CEP contained within this case differs little from the Five Year Plan <br />prepared by the Commission and ratified by City Council during 1993. The most significant <br />change is swapping the Cenrrat Park expansion or field lighting from year 1997 to 1996, in place <br />of the projected trail paving along Count), Road #83, linking the northern most reaches of the Lake <br />tt. aska Trail to 153rd Avenue N.W. There are also minor expenditure additions, pnmari.ly in 1995, <br />some of which are to be derived from interest earnings from the Park improvement Trust Fund, <br />without regard to district. Moa of these are intended to be safer3' improvements. The Commission <br />will also note that 199z~ is included for discussion purposes and the year 1999 - 21300 have been <br />melded together to accommodate the uncertainty of that year's specific CIP needs and revenues. <br /> <br />As was suggested dur/ng Commission Input at the June 9, 1994 Park and Recreation Commission <br />meeting, if the Five Year CIP request is not agreed to by consensus or motion at the August 1 l, <br />1994 meeting, the Commission will need to meet at a dil':ferent time, perhaps August 18, t994, to <br />finalize their recommendation to City Council. <br /> <br />County Road .f,-ll6 Alternative Transportation Corridor This project, as the <br />Commission will recall, entaits trail, landscaping, signage, and bike locker development to link the <br />Anoka Sen/or High School to the Rarnsey Elementary School via County Road #116 and areas on <br />either sire of the Wood Pond H/lis subdivision. The City is awaiting confirmation from the <br />.bedera] Highway Ad_rmnisrrafion for project construction to begin. This notification is expected <br />shortly and will see the pr~ect proceed at a feverish pace in order for the u'aii to be completed this <br />year. <br /> <br />Lake Itaska Trail Improvements - This particular trail development begmn in 1993 and is <br />continuing to date. Approximate)y 1-1/4 miles are read), for paving a_nd Ci~, staff is expecting a <br />formal ouotarion wi'rich will allow the pav/ng of this segment by conu-ac[. <br /> <br />Solstice Park Development - This is the most recent park plan formulated bv the Comm/ssion. <br />Lit-de activin, has taken place in the park's development with exception of receijt of a landscaping <br />quote for the entry area. Because of the magnitude of the Lake Itaska project., this park is <br />temporarily receiving a seconcia.D, priority. <br /> <br />Greenland Hills Wetland Interaction Area Purchase - As you will recall, the City intends <br />to purchase the large tract of wetland., south of the proposed 153rd Avenue N.W. extension, from <br />Variolite Street N.W. to County Road #83. Intended is development of the wetlands by nails and <br />picnic areas to complJ, ment the ~-ail being consmacted adjacent to 153rd Avenue N.W. with State <br />Add dollars. Actual purchase may not occur this calendar year with State Aid dollars paving the <br />n-all and other associated Lmprovement ~ t995. <br /> <br />Riverclale Park Development - During 1994, Riverdale Park received a backstop, players <br />bencbes,-'playground equipment, res/i/em surfacing, containment timbers, construction of the <br />berm, landscaping, seeding, and bench. There remains adequate dollars in the park's development <br />fund for. the provision of a single tennis court. It is'Staffs intention to request proposals for the <br />1995 construction of the tennis court. Dollars remaining over and above the $30,000 favorable <br />funds status now may be reserved for associated connections within the Mississippi District to <br />R~verdaie Park. These would be along the south side of RJverdale Drive N.W., east of the park <br /> <br />zig <br /> <br /> <br />
