City of Ramsey <br /> <br />15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303 <br /> <br />PHONE (612) 427-1410 FAX (612) 427-5543 <br /> TTD (612) 427-8591 <br /> <br />August 31, 1994 <br /> <br />Dear Resident: <br /> <br />Recently, the City of Ramsey was asked to address drainage concerns surrounding Wetland #656. <br />This is the large wetland which lies south of 153rd Avenue N.W. and east of Ramsey Boulevard <br />N.W. There are several structures which are in close proximity to this wetland. In addition, the <br />low point on 153rd Avenue N.W. is less than two feet above this Spring's water level. It is felt <br />that 153rd Avenue N.W. and the area surrounding Wetland #656 would benefit by providing an <br />outlet from this wetland to drain to Count>, Ditch #3. County Ditch #3 is located north of 157th <br />Lane N.W. County Ditch #3 flows eastward and drains into the Rum River. <br /> <br />To initiate this project, surveyors from Hakanson Anderson, Inc. will be working on or near your <br />property to identify a suitable route to construct a drainage ditch. This ditch is anticipated to be 4 to <br />8 feet wide and 2.5 feet deep. Its purpose will not be to drain any existing wetlands, but rather to <br />provide a positive outlet from these low lying areas to prevent flooding which might otherwise <br />occur from a precipitation event. <br /> <br />Once the surveyors have flagged a proposed route for the drainage, I will be con[acting you ro <br />discuss any modifications to the route or concerns which you ma,',, have. It is the City's intention <br />to obtain a permanent easement for this ditch and [o compensate you, the property owner, for this <br />easement. .. <br /> <br />The City will also be filing for environmental permits for this work from the Department of Natural <br />Resources, the Army Corps of Engineers, and the Lower Rum River Water Management <br />Organization. It is anticipated that the cost of this project will be financed through a levy on the <br />Rum River Water District.
