Councilmember introduced the following resolution and moved for its adoption: RESOLUTION ~4-09: RESOLUTION C~LLING FOR A PUBL1C HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENTI PROJECT #94-04 (SEALCOAT AND CRACK FILL HAUSER/HY-10 RAMSEY 1ST, 3RD AND 4TH ADDITIONS) WHEREAS/ by a resolution passed by the City Council on September 27, 1994, the City Administrator was dil'ected to prepare a proposed assessment of the cost of improvements to Hauser/HY- 10 Ramsey isl, 3rd and &th Additions; and WItEREAS,i the City Administrator has notified the City Council that such proposed asscssmcnt has been completed ~d filed in his office for public inspection. NOW TttEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOK~k COUNTY, STATE OF MINNESOTA, as follows: 1) That a publio~ hearing shall be held on October 11, 1994 at 7:00 p.m. at the Ramscy Municipal Center, to pa.~s upon such proposed assessment and at such time and place all persons owning property affedtcd by such improvement will be given an opportunily to tic heard with reference IO such assessmSnt. 2) That the City~ Administrator is hereby directed to cause a notice of thc public hearing on tile proposed ass~sment to be published once in thc official newspaper at least two weeks prior to the hearing, and ~ne shall state in the notice the total cost of the improvement. He shall also cause mailed notice}to be given to the owner of each parcel described in the assessment roll not less than two weeks prilor ~o thc hearings. 3) That the owner of any property so assessed may, at any time prior to certification of the assessment by the Count~ Auditor, pay the whole of the assessment of such property, with interest accrued to thc date of pa},mcnt to thc City, except that no interest shall be charged if the entire assessment is paid within 3~ days from the adoption of the assessment. The owner may at any time, thereafter, pay to the City the entire amount of the assessment remaining unpaid, with interest accrued to December 31 ;of tile year in which such payment is made.._Such payment must be made before November 15 Or inlcrcsl will be charged through December 31 of the succeeding year. The motion for the adoption of thc foregoing resolution was duly seconded by Councilmcmber and upon vote being t~ken thereon, the following voted in favor thereof: and the following vot~ against thc same: and the following wcr¢ absent: and thc following abstained: whereupon said resoltttion was declared duly passed and adopted by thc Ramscy City Council this the 27th day of September, 1994.
