Councilmember i introduced the following resolution and moved for its adoption: RESOLUTI ON #94-09- RESOLUTION ~ALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMEN'[F PROJECT ~94-05 (SEALCOAT AND CRACK FILL WHISPERING PINES ESTATES PLA'l:'- S) WHEREALq, by a resolution passed by the City Council on September 27, 1994, the Cily Administrator was!directed to prepare a proposed assessment of the cost of improvements to Whispering Pines Estates Plat 5~ and WHEREA~;, the City Administrator has notified the City Council lhal such proposed assessment has been complete~ and filed in his office for public inspection. NOW TI,-IEREF(~}RE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEI, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That a publ~jc hearing shall be held on October 11, 1994 at 7:00 p.m. al the Ramsey Municipal Center, to Oass upon such proposed assessment and at such time and place all persons owning an opportunity to property af'f~cted by such improvement will be given be heard with reference to such assessment. 2) That the Ct,fy Administrator is hereby directed to cause a notice of thc public hearing on thc proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, andi hc shall state in the notice the total cost of the improvement. He shall also cause mailed non0e to be given to the owner of each parcel described in the asscssmcnl roll nol less than two weeks !srior to thc hearings. 3) That the owner of any property so assessed may, at any time prior to certification of thc assessment by the County Auditor, pay the whole of the assessment of such property, with interest accrued to the date of [~aymcnt to the City, except that no interest shall be charged if thc entire assessment is paig within~0 days from the adoption of the assessment. Thc owner may at any time, thereafter, pa5 to the Gity the entire amount of thc assessment remaining unpaid, with interest accrued to December 3!1 of the year in which such payment is made..-Such payment must be made before November 115 or interest will be charged through December 31 of the succeeding year.
