Councilmembcr ~ introduced the fei}owing resolution and moved for its adoptkm: : RESOLUTION g94-09- RESOLUTION GALLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT PROJECT g94-10 (SEALCOAT AND CRACK FILL GOLDEN EAGLE ESTATES) WHEREAS, by a resolution passed by the City Council on September 27, 1994, the City Administrator was ,directed to prepare a proposed assessment of the cost of improvements to Golden Eagle Estates; and : WHEREAS, the City Administrator has notified the City Council that such proposed assessment has been ~ completed~and filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TIlE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: I That a public hearing shall be held on October 11, 1994 at 7:00 p.m. at the Ramsey Municipal Center, to !~ass upon such proposed assessment and at such time and place all persons owning properly af(~cted by such improvement will be given an opportunily to bc heard with reference to such assessrlqcnt. 2) That the Ciiy Administrator is hereby directed to cause a notice of thc public hearing on the proposed assessment to be published once in the official newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of the improvement. Hc shall also cause mailed noti~ to be given to the owner of each parcel described in thc asscssmenl roll nol less than two weeks prior to thc hearings. 3) That the owner of any property so assessed may, at any time prior to certification of the assessment by the Coun}y Auditor, pay the whole of the assessment of such property, with interest accrued to the date of gayment to the City, except that no interest shall be charged if thc entire assessment is paid within~0 days from the adoption of thc assessment. The owner may at any time, thereafter, pay to the (2ity thc entire amount of the assessment remaining unpaid, with interest accrued to December 3~ of thc year in which such payment is made. ,Such payment must be made before November 1 $ or interest will be charged through December 31 of the succeeding year. The motion for the ~option of thc foregoing resolution was duly seconded by Councihnembcr and upon vote being~takcn thereon, the following voted in favor thereof: and the following voied against fl~c same: and the following were absent: and the following abstained: whereupon said resolution was declared duly passed and adopted by thc Ramscy Cily Council this the 27th day of September, 1994.
