Councilmcmbcr inLroduccd thc following resolution and moved for its adoption: RESOLUTION RESOLUTION C~LLING FOR A PUBLIC HEARING ON PROPOSED ASSESSMENT FOR IMPROVEMENT[, PROJECT #94-13 (BITUMINOUS OVERLAY WHISPERING PINES ESTATES PLAT ~) WHEREASi by a resolution passed by thc Cily Council on September 27, 1994, the Ciiy Administrator was d~rectcd to prepare a proposed assessment of thc cost of improvements to Whispering Pines Estates Plat 3; ~d WHEREAS,] thc Cily Administrator has notified thc Cily Council that such proposed asscssmcnt has been completed and filed in his office for public inspection. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TItE CITY OF RAMSEY, ANOK~ COUNTY, STATE OF MINNESOTA, as follows: I) That a publi~ hearing shall be held on October I1, 1994 at 7:00 p.m. at thc Ramsey Municipal Center, to pa~s upon such proposed assessment and at such time and place all persons owning property affected by such improvement will be given an opportunily 1o be heard wilb reference Io such assessmSnt. 2) That the City, Administrator is hereby directed to cause a notice of thc public hearing on thc proposed assdssment to be pubhshcd once m the officml newspaper at least two weeks prior to the hearing, and he shall state in the notice the total cost of thc improvement. Fie shall aisc) cause mailed nonce}to be given Io tile owner of each parcel described in tile assessmenl mil not less than two weeks pribr ir> Ibc hearings. 3) That the owndr of any property sc) assessed may, at any time prior to certification of the assessment by tile County~ Auditor, pay thc whole of tim assessment of such properly, with interest accrued to the date of pa]'mcnt to the City, except that no interest shall be charged if thc entire assessment is paid within 3( days from thc adoption of thc assessment. The owner may at any time, thereafter, pay to the Ct' the entire amount of the assessment remaining unpaid, with interest accrued to December 31 iof the year in which such payment is made. ~Such payment musl be made before November 15 >r interest will be charged through December 31 of thc succeeding year.
