NOW TttEREFORE, liE IT RESOLVED BY THE CITY COUNCIL OF TItE CITY OF RAMSEY, AN()I~A COUNTY, STATE OF MINNESOTA, as follows: 1) That a publ]c hearing shall bc held on October 11, 1994 at 7:00 p.m. at thc Ramscy Municipal Center, to ~ass upon such proposed assessment and at such time and place all persons owning property aff[,ctcd by such inll~rovcmcnl will be given an opportunity IObc beard wilh reference lO such assessment. 2) Thai the Ci!y Administrator is hereby directed to cause a notice of thc public hearing on thc proposed ast~essmenl to be published once in the official newspaper at least two weeks prior to thc hearing, and he shall state in thc notice the total cost of the improvement. Hc shall also cause mailed notic~ to bc given to thc owner of each parcel described in thc assessment roll not less Ihan two weeks p~'ior to the hearings. 3) That the owrjer of any property st) assessed may, at any time prior to certification of thc assessment by the Courtly Auditor, pay tile whole of the assessment of such property, wi[h interest accrued to the date of p~fiyment to the City, except that no interest shah be charged if the entire asscssmcm is paid within g0 days from the adoption oI' the assessment. The owner may al any time, thereafter, pay to the dity the entire amount of thc assessment remaining unpaid, with interest accrued to December 3~ of file year in which such payment is made, Such payment must bc made before November15 or interest will be charged through December 3 t: of thc succeeding year.
