CASE # <br /> <br />REQUEST ~OR SITE PLAN APPROVAL; CASE OF SHARP & ASSOCIATES <br /> ~ By: Zoning Administrator Sylvia Frolik <br /> <br />Background: : <br /> <br />Dennis Sharp ofiSharp and Associates has been contracted by Detail Tool to construct a machine <br />shop for them 04 Lot 1, Block 1, Gateway North Industrial Pm:k Plat 4. The property is located <br />on the west side ipf the Ramsey Athletic Club. <br /> <br /> a) S!~te location map <br /> b) Si3e plan dated 9/14/94, revision date 9/26/94 <br /> c) G}'ading & Drainage Plan, revision date 10/6/94 <br /> c) City Staff review letter dated September 29, 1994 <br /> d) PrOposed Site Plan Development Permit <br /> <br />Observations:~ <br /> <br />The building is t~ be constructed of rock face concrete block and consists of two stories; the main <br />level is 9,977 sqt~are feet and the upper level is 3,281 square feet. The proposed project meets <br />City Code requirements for lot coverage, architectural standards, landscaping, and off-street <br />customer/employ{e parldng spaces and loading areas. <br /> <br />As noted in the City Staff review letter of September 29, the original site plan submitted had minor <br />deficiencies with ,[respect to structure setback, elimination of curbing on some of the bituminous, <br />g-ravel fire lane, tho waste storage area, no lighting plan and the need for modifications to the <br />grading and drainige plan. <br /> <br />On October 4, the!Planning Commission reviewed the site plan. At that time, Mr. Sharp presented <br />a revised site plat) based on the comments made in the City Staff review letter. The revision <br />showed the buildilcg to be in compliance with the 110 foot setback from the centerline of County <br />Road #116; a pedetstrian path is shown; and a waste storage and lighting plan have been identified. <br />The grading and !drainage plan has also been modified in accordance with Mr. Jankowski's <br />recommendationsi However, there are some significant slopes in the pedestrian path. The <br />Grading and Drainlia, ge Plan should be modified to flatten all grades along the path to a maximum of <br />1 in 12. DeficienCies from this standard are presently proposed at the southwest comer of the <br />parldng lot and east of the access drive. <br /> <br />The site plan has I~een forwarded to the Anoka County Highway Department for their review and <br />comment. The drainage to the County ditch exceeds the pre-development conditions. This may <br />not be objectiona}le to the County because the ditch is deep and has a significant slope and <br />therefore has a hi4h capacity. If the County objects, the developer will have to re-route more <br />drainage to the po '~r4d in the northwest comer of the parcel. <br /> <br />With respect to the~'~elimination of the curbing on the northwest comer of the parking lot, Mr. Sharp <br />stated that Detail T~)Ol is proposing to double the size of their facility in the near future and that area <br />of curbing would ljave to be demolished. The Planning Commission recommended waiving the <br />curbing in this arel~ until the site is developed to its ultimate.plan. In lieu of three sides of the <br />building being easqly accessible to the fire department, the Planning Commission recommended <br />that the area of the ~roposed fire lane on the east side of the building be established with turf and <br />posted as a fire lan~ to prevent outdoor stora=e and parking in that area <br /> i ' <br /> <br /> <br />
