AWARD CONTRACT FOR HVAC WORK AT PUBLIC WORKS FACILITY By: Steven Jankowski, City Engineer Case # Background: On Thursday, October 20, 1994, sealed bids were opened for heating, ventilating and air condition (HVAC) work necessary for the Public Works facility at 14100 Jaspar Street N.W. The work consists of a 600,000 BTU heating system, an air exchange system, and an exhaust system. The budget set for this work was $44,000. Because the estimated cost of the work exceeded $20,000, sealed bids were required by law. Proper bidding procedures were followed and only one bid was received which was from P & D Mechanical Co. in the amount of $61,171. Two other specification holders did not submit bids. Although the single bid exceeds the budget amount, I believe the price submitted is reasonable and should be awarded for the following reasons: I) Subsequent to the bid opening, I received a price from a second plan holder of $69,250 for the work, which was what they felt their bid would have been. 2) I spoke with a consulting mechanical engineer who advised that we could anticipate a range of $8-12 per square foot for a HVAC system in this type of application. The bid price received amounts to $5.99 per square foot. 3) Rejecting and rebidding would delay the heating system for at least one month without any assurance that we would receive a lower bid. Recommendation: Staff recommends that Council adopt the attached resolution awarding the contract for HVAC work at the Public Works facility to P & D Mechanical Contracting Co. in the amount of $61,171. Council Action: Motion to adopt Resolution #94-t0-XX receiving bids and awarding contract for HVAC work at 14100 Jaspar Street N.W. (Public Works facility).
