The standard I0 foot drainage and utility easements have been provided around the perimeter of <br />each of the lots. The length of the County Ditch has also been designated as drainage and utility <br />easement. However, the developer must also designate all other wetland on the property as <br />drainage easement on the plat. <br /> <br />Recommendation: <br /> <br />It is anticipated that the property will be brought into the Metropolitan Urban Service Area (MUSA) <br />boundary by the end of 1994 and the property immediately south of this property will be sewered <br />during 1995. In addition, the property is in the Urban Reserve Area and the intent of this District <br />is to provide for the most efficient utilization of land once municipal sewer and water become <br />available. The Comprehensive Water Plan shows a 12" water main running through this property <br />from the Ramsey Elementary School in order to provide service to the area west of this proposed <br />plat. It should be noted that this water main is not required to be constructed through the existing <br />Haubrich Addition. As such, the Developer should be planning for the transition of the property <br />by preliminary platting at urban densities and final platting at rural densities until sewer and water <br />is available to the property. City Staff recommends that the developer be directed to amend the <br />preliminary plat to urban densities. <br /> <br />The Planning Commission recommends that the Developer be allowed to proceed to plat the <br />property at rural densities in accordance with current City Code provisions. <br /> <br />Council Action: <br /> <br />Motion to: <br />Recommend that the Developer of Fox Knoll amend the proposed preliminaD, plat to urban <br />densities. <br /> <br />-orr <br /> <br />Motion to: <br />Grant preliminary plat approval to Fox Knoll, a subdivision consisting of two tots platted at <br />rural densities in accordance with the 10 acre minimum lot size in the Urban Reserve <br />District. <br /> <br />Review Checklist: <br /> <br />CC: <br /> <br />City Administrator <br />Cit3' Engineer <br />Parks & Utilities Supervisor <br /> <br />10/25/94 <br /> <br /> <br />
