CASE #: (~ <br /> <br />REQUES[T FOR PRELIMINARY PLAT APPROVAL OF FOX KNOLL; <br />C~SE OF MARK KLECKNER, FOX DEVELOPMENT CO. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mark Kleckner Of Fox Development Company is requesting preliminary plat approval of Fox <br />Knoll, a plat cons~tsting of two 1 O-acre lots that will require construction of a street. Because of the <br />required street co}nstmction, the plat must be processed as a full subdivision with a public hearing <br />and preliminary L~lat, rather than as a minor subdivision. The following items are enclosed for <br />your review and ihformation: <br /> <br /> a) site location map <br /> b) PrOposed preliminary plat, grading plan, and future subdivision plan <br /> c) Ci!y Staff review letter dated September 26, 1994 <br /> <br />Observations:~ <br /> <br />On July 12, 1994~, the City of Ramsey received an application for subdivision approval of Fox <br />Knoll which consisted of two 10 acre lots. <br /> <br />On August 11, 19D4 the Planning Commission reviewed the sketch plan. At that time, City Staff <br />recommended thatbecause the property is in the Urban Reserve District and is soon to be included <br />in the Metropolit& Urban Service Area (MUSA), the Developer be required to preliminary plat at <br />urban densities an~d final plat at rural densities until sewer and water is available to the property. <br />The Planning Commission recommended that the Develope~- be permitted to proceed to request <br />preliminary plat ap, proval of two rural 10 acre lots. <br /> <br />On September 13,i 1994, the Developer applied for preliminary plat approval of Fox Knoll which <br />consists of two approximately 10-acre lots. <br /> <br />On October 4, 1994, the preliminary plat was submitted to the Planning Commission for a public <br />hearing and recorr}mendation. Again Staff recommended preliminary platting at urban densities <br />and final platting a,t rural densities. A number of neighboring property owners were present and <br />expressed their opposition to the property ever being platting at urban densities, especially the <br />residents of Hau~rich Addition (rural plat immediately east of Fox Knoll). The Planning <br />Commission recommended City Council approval of Fox Knoll at rural densities. <br /> <br />On October 13, 19,94, the Park and Recreation Commission met and recommended dedication and <br />construction of a a'ail through the property in a north/south direction. The combination of land <br />dedication and the lost to construct the trail exceed the minimum amount of park dedication due on <br />the plat. The detailg of the cost of trail development will be resolved prior to final plat approval. <br /> <br />The proposed prelil'ninary plat meets the 10 acre minimum lotsize for the Urban Reserve District. <br />The lots will also neet the minimum frontage on a public road requirement with the cul-de-sac <br />extension of 151 st ~venue into the plat. The cul-de-sac required would result in an extension of <br />existing 1200 foot length. <br /> <br /> <br />
