Councilmember RESOLUTION RESOLUTION DIRECTING STAFF TO TO THE MI~NNESOTA BOARD OF COOPERATION introduced the following resolution and moved for its adoption: #94-10- SUBMIT A REQUEST FOR FUNDING GOVERNMENT INNOVATION AND WHERE'.AS, the Cities of Anoka and Ramsey have adjacent, municipal water, sanitary sewer and storm ~wer systems; and WHERE~S, the Cities of Anoka and Ramsey have scheduled infrastructure improvements wi~in their individual systems over the next several years; and WHERE~S, each of these systems operates independent of the system of the adjacent community to the [exclusive benefit to the residents of the community; and WHERE~S, the Minnesota Board of Government Innovation and Cooperation has funded a prograr~ wherein communities are encouraged to jointly conduct activities normally conducted whollylto the benefit of one community; and WHERE~S, said program provides a source of funding to examine if in fact conducting joint activities may be a financial benefit to the community; and WHERE~S, funding within the City of Ramsey does not otherwise exist for study activities which d~ not have an immediate financial return, may never in fact result in any positive impact to the co4munity, and in tight financial times could be perceived as extraneous spending; and WHERE~S, given the above joint planning of a utility district, while a positive proposal, would nbt occur without an outside funding source.0r financial incentive; and WHEREAS, the Minnesota Board of Government Innovation and Cooperation provides just such financial~incentive. ? NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, iANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That staffiis hereby directed to submit an application for funding for planning an Anoka- Ramsey j~nt utility disu-ict. The motion for th~ adoption of the foregoing resolution was duly seconded by Councilmemb~r a(~l upon vote being taken thereon, the following voted in favor thereof: and the following ~voted against the same: and the following ~bstained: and the following !were absent: whereupon said r{solution was declared duly passed and adopted by the Ramsey City Council this the 25th day of O~tober, 1994.
