Councilmember <br /> <br /> RESOLUTION <br /> <br />RESOLUTION DIRECTING STAFF TO <br />TO THE MI~NNESOTA BOARD OF <br />COOPERATION <br /> <br />introduced the following resolution and moved for its adoption: <br /> #94-10- <br /> <br /> SUBMIT A REQUEST FOR FUNDING <br /> GOVERNMENT INNOVATION AND <br /> <br /> WHERE'.AS, the Cities of Anoka and Ramsey have adjacent, municipal water, sanitary <br />sewer and storm ~wer systems; and <br /> <br /> WHERE~S, the Cities of Anoka and Ramsey have scheduled infrastructure <br />improvements wi~in their individual systems over the next several years; and <br /> <br /> WHERE~S, each of these systems operates independent of the system of the adjacent <br />community to the [exclusive benefit to the residents of the community; and <br /> <br /> WHERE~S, the Minnesota Board of Government Innovation and Cooperation has <br />funded a prograr~ wherein communities are encouraged to jointly conduct activities normally <br />conducted whollylto the benefit of one community; and <br /> <br /> WHERE~S, said program provides a source of funding to examine if in fact conducting <br />joint activities may be a financial benefit to the community; and <br /> <br /> WHERE~S, funding within the City of Ramsey does not otherwise exist for study <br />activities which d~ not have an immediate financial return, may never in fact result in any positive <br />impact to the co4munity, and in tight financial times could be perceived as extraneous spending; <br />and <br /> <br /> WHERE~S, given the above joint planning of a utility district, while a positive <br />proposal, would nbt occur without an outside funding source.0r financial incentive; and <br /> <br /> WHEREAS, the Minnesota Board of Government Innovation and Cooperation provides <br />just such financial~incentive. <br /> ? <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, iANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) That staffiis hereby directed to submit an application for funding for planning an Anoka- <br /> Ramsey j~nt utility disu-ict. <br /> <br />The motion for th~ adoption of the foregoing resolution was duly seconded by Councilmemb~r <br /> a(~l upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following ~voted against the same: <br />and the following ~bstained: <br />and the following !were absent: <br />whereupon said r{solution was declared duly passed and adopted by the Ramsey City Council this <br />the 25th day of O~tober, 1994. <br /> <br /> <br />
