Motion by Councilmember McGlone, seconded by Councilmember Wise, to enter into a contract <br />for IP 11-09 Bituminous Overlay of Alpine Drive with North Valley, Inc. in the amount of <br />$363,222.71 for the full depth reclamation of Alpine Drive. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Wise, Backous, Elvig, <br />Strommen, and Tossey. Voting No: None. <br />7.03: Consider Extension of the Ramsey Star Express Service <br />Public Works Director Olson reviewed the staff report. <br />Motion by Councilmember Elvig, seconded by Councilmember McGlone, to ratify the <br />negotiations for the Ramsey Star Express service until December of 2012 or until the opening of <br />the Ramsey Rail Station, whichever comes first. <br />Further discussion: Councilmember Tossey questioned the amount left in the Landfill Trust. <br />Finance Director Lund answered there is approximately $2 million; the projected amount at the <br />end of 2013 is $2,800,000. She explained the City will do an Interfund Loan until revenues <br />come in to pay back the Landfill Trust Fund. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, McGlone, Backous, <br />Strommen, Tossey, and Wise. Voting No: None. <br />7.04: Consider approval of Master Cooperation, Funding and Delegation Agreement for <br />the Ramsey Rail Station <br />Public Works Director Olson reviewed the staff report. <br />Councilmember Elvig stated he would prefer to negotiate an earlier and later bus service than <br />Express currently offers. <br />Public Works Director Olson responded this is what he meant when he discussed expanding the <br />service that goes to Anoka Technical College. He explained the idea behind the Agreement is <br />that it outlines the roles for the project and the responsibility of the costs. ACCRA approved the <br />Consultant Agreement to move forward with the skyway from the parking ramp to the station <br />earlier in the day. The skyway is in the definition of the project. This sets forth the <br />implementation to the project. He noted another Agreement will document the financing. <br />Councilmember McGlone clarified a rumor that private money was used to for the rail is false. <br />No private money was used in this deal. <br />Motion by Councilmember Ramsey, seconded by Councilmember Elvig, to ratify the <br />negotiations for the Ramsey Star Express service until December of 2012 or until the opening of <br />the Ramsey rail station, whichever comes first. <br />City Council / September 27, 2011 <br />Page 6 of 8 <br />
