Srrmlt~ lots would subsidize larger lots. The most significant disadvantage is the problem <br />of smaller lots subsidizing larger lots. It may be necessary to differentiate between urban <br />and rural lots. However, the disparity between individual subdivisions in past programs <br />has not been particularly large. On the 1993 program, there was a disparity between the <br />largest assessment of $204.56 and the lowest of $88.23.
