May 5, 1994 page1 of 2

E.A.W. - SUNWOOD DRIVE
City of Ramsay, Minnesota
Doled - March 24, 1994

Subject of wriHen response 1o regular EAW within the review period.

Page 2 - item 16r- There is no mention of the steep slopes existing and the underlying
highly erodible sells where the roadway encounters the route af the South end of 113w,
requiring o side I~ill cut and removal of mature pine growth which is stabilizing these
slopes.

Page 3 - ilem 181- sub. xv #1 8 The slated 75' setback from OHW is not possible at the
south end of 113w and the existing road is closer. Nobody has furnished o delineation
of the OHW os of this date. (5/5/94). The existing gravel road is the restriction to the
100 year flood brUl is not the OHW of this body.

Page 4 - iiem 25~- sub fig #13. The same area as comment on item 16, page 2. There
are Wild Blockbe. rries growing on these slopes. Species is Unknown, but there are two
different speciesipresenl. Further in the March 3, 1994 lefler from Beth Kunkel of BRW,
there is o menhon of Raspberry Brambles, and I wouldj-nterjecf that 1'hose migh~ also be
Blackberries, as !Ms. Kunkel does not appear to be o botanist, and if not looking for
blackberries, it is'o common mistake for anyone to describe oil brambles as raspberry.

Page 4 - item 27C. See comments Item 16 and i'iem 25_.

Page i - item 5. Figures 2, 3, and 5 appear to hov.e o different alignment then Figure 4,
which appears tO be 'the official CITY OF RAMSEY thoroughfare plan.

Page xxi - humbler 23 - lost paragraPh. A design standard of curves of 40MPH will
makes speeds of 55 - 60 safely possible and will create excessive speed and the
associated noise. And when enforcement of the 30MPH is not handled locally, the State
will raise the speed limit to make the speeders legal in this HIGH DENSITY residential
area. A 30 MPI-j: design of curves would be more in keeping with fha citizens desires for
this area. Keeprrin mind that 30MPH design is not o speed limit, but o curve standard,
and means in this state that o fully loaded 18 wheet, maximum length vehicle can
negotiate the road safely at tha~ speed. 11 has more to do.with the YELLOW warning
signs for curves.
