FINDINGS OF FACT <br /> <br /> SUNWOOD DI~IVE N.V~~. THOROUGHFARE BETWEEN KRYPTON STREET N.W. AND <br /> INDUSTRY AV~ENUE N.X,(~. (COUNTY ROAD #116) ENVIRONMENTAL ASSESSMENT <br /> ~,~ORKSHEET <br /> <br />The City of Ra~sey proposes to construct the Sunwood Drive N.W. thoroughfare between <br />Krypton Street N.W. and Industry Avenue N.W. (County Road #116) which is a 1.3 mile <br />segment of street[in the City's Municipal State Aid Street system. An Environmental Assessment <br />Worksheet (EAW) has been prepared pursuant to state stature. The EAW and other pertinent <br />information have!been reviewed in accordance with state statutes to determine whether the project <br />has the potential for significant environmental effects. The findings and conclusion of that review <br />are contained in this document. References are cited in brackets at the end of each section. <br /> <br />I. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br /> <br />A. Project Size and Cost <br /> <br />The proposed project area is 12.70 acres and is located in the southeast portion of the City <br />of Ramsey. The improvement consists of 1.3 miles of street construction. The estimated <br />cost of the construction is estimated to be $814,733. <br /> <br />B. Permits and Approvals <br /> <br />Permits and approvals required for the project are City of Ramsey Environmental Permit, <br />Anoka Co~unty access to count), roads, DNR permit to alter a wetland, U.S. Army Corps of <br />Engineers permit to alter a wetland and Lower Rum River Drainage District Drainage Plan <br />Permit. <br /> <br />Land Use and Local Plans and Ordinances <br /> <br />The proposed thoroughfare is located in the urban service area of the City. The project is <br />consistent with the proposed land use, the City's Comprehensive Plan and the City's <br />Thorou ghFfare Plan. <br /> <br />Topography, Soils and Geology <br /> <br />The topography on the project is roiling, ranging in elevation from approximately 878 to <br />889 feet above sea level. The soils on the project site consist of Hubbard coarse sand, <br />Nymore t:oamy sand, lsanti sand and Marsh. (EAW, Anoka Co. Soils Survey and the <br />City's Comprehensive Water Study.) <br /> <br />E. Ground Water <br /> <br />Temporary dewatering for roadbed construction and peat excavation may be required in the <br />wetlands.: The EAW states that groundwater varies from 0.0 minimum to 12 feet on the <br />average. Once the project is complete, ground Water levels will return to normal. Ground <br />water quality should not be affected by this project since all peat excavations will be <br />replaced with clean fill. <br /> <br />Shorelands, Floodplains, Wetlands and Rivers <br /> <br />The propcsed road alignment crosses two protected wetlands 114P and 673W and skirts <br />the southern edge of Sunfish Lake Wetland 113W.
