The City has reviewed a variety of possible alignments in order to find the alignment that would best fit with the community's needs and the environmental concerns of the area. This alignment proves to best fit this criteria. Steep Slopes and Soils: The slopes south of Sunfish Lake var>, from approximately a 9 percent slope on the west to approximately 16 percent at the steepest portion. With the proposed alignment a portion of the hillside would be cleared and appropriate grades would be cut. Cut materials will be used to balance fil! requirements elsewhere within the project. A segment of this roadway may require retaining walls for a distance of 400', more or less. As design phases proceed, the extent of wall verses ~ading will become clearer. In an3' event, the proposed construction will include slope stabilization through grading, retaining wall(s) as appropriate, and revegetafion. An unfortunate result of the WCA, but common occurrence with projects, is that woodlands are being sacrificed in order to avoid or minirrfize wetland impacts, regardless of the functional ',,',due of the particular wetland. III. CONCLUSIONS The proposed project wilt meet all MPCA, DNR, and Corps of Engineers requirements and standards. Areas which could have had a potential for significant environmental effects have been identified and evaluated, No potentially significant negative impacts were identified; therefore, no environmental impact statement is required. Based on the finddngs and conclusions contained herein and in the reference documents, including all comments received in the environmental assessment worksheet, the City of Ra.msey determ2ned on August 22, 1994, that an environmental impact statement is not required on the proposed project.
