II. A. SUMMARY OF ISSUES Wetlands and Wildlife Habitat The permanent loss of at least 6.3 acres of wildlife habitat to road construction cannot be avoided, iAs a part of the developing metropolitan region, loss of wildlife habitat is virtually unavoidable. The effort, thus, will be to mitigate to the extent practicable by creating a[new wetland basin and/or enhancement of existing wetlands on a "no net loss" indicates that a potential project would be creation of a wetland area adjacent to wetland 117P. Aslpreviously indicated, the City will coordinate efforts with DNR, the Corps of Engineers, and the U.S. Fish and Wildlife service to identify an appropriate mitigation project. Dust, Noise The project will be designed and administered with sufficient controls placed on the conu'actor.~to avoid significant impacts during the construction period. Noise impacts from constructi~.n activity will be limited by requiring that the contractor use equipment in good operationa!l condition and that they comply with OSHA, State and local requirements. Long term impacts from noise associated with traffic are expected to be well within acceptable levels. No significant impacts are expected and no special measures are anticipated. Storm Water Runoff Increased 5impervious surface will increase the rate of runoff over existing conditions. Approxim~ately one half of the fight-of-way will be paved. No significant alteration of the existing drainage pattern is proposed. Runoff will be collected in the road ditches and discharged to wetlands in the vicinity of the project. No significant impacts are anticipated as a result, " Ramsey-Dayton Mississippi River Crossing: It is recognized that the Metropolitan Council has not committed its support to this crossing. :Nevertheless, the crossing is an element of the communities, comprehensive plans as well as Anoka County's comprehensive transportation plan. The approach to the Ramsey side of the river crossing has been protected through the platting process providing a corridor~to link with Trunk Highway 10. Thus, while much work needs to be done, the communitS, will continue to work to assure that this important link can become a remit3,. Eo Endangered Species: The proposed alignment for this roadway does not affect any known endangered, threatened, or of special concern species. Alternative Alignments: This roadway has been a part of the City's transportation plan since 1974. All of the communit?'s long range planning west of Krypton Street is based on the connection of this proposed Collector to provide access to these areas. The projected ADT for existing and proposed developments in this area is 5000 to 5800 nips per day. This volume necessitates a collector street since alternative use of local residential streets would accommodate a
