POLICY OF ASSESSMENTS RELATED <br />TO THE STREET MAINTENANCE PROGRAM <br /> <br />Preamble <br /> <br />Whereas, it is necessary to maintain roadway pavements in a timely manner to achieve the greatest <br />pavement life, and <br /> <br />Whereas, the cost of providing timely maintenance is considerable and would place a substantial burden <br />on the City's general fund, if that were the sole funding source, and <br /> <br />Whereas, well-maintained roadway pavements add to the desirability of a neighborhood and consequently <br />add value to individual properties, and <br /> <br />Whereas, the City has had a long standing policy of assessing the cost of street maintenance to benefitted <br />prope~y owners, and <br /> <br />Whereas, the method of detemdning assessments needs to be consistent, well-defined and fair. <br /> <br />Now, therefore, the following policy shall determine the basis of assessments for the Street Maintenance <br />Program. <br /> <br />P01iev <br /> <br />A. City Share. <br />The City shall participate 50% of the total project cost after deducting any escrows which may have been <br />contributed by subdivision developers. However, in the case where a previous maintenance project has <br />been defeated by citizen petition, and the proposed maintenance activity is a more costly activity than the <br />one proposed which was defeated by citizen petition, the City shall not contribute said 50% share. <br /> <br />B. Projects Aggregated by Subdivision. <br />Since subdivisions typically share similar lot sizes and pavement characteristics throughout the <br />subdivision, each subdivision shall be addressed as an individual project or may be aggregated with <br />subdivisions having similar lot and street characteristics. Where no legal subdivision exists, projects shall <br />consist of aggregated lots in proximity to each other which share common lot and pavement <br />characteristics. <br /> <br />C. Project Shares. <br />The cost of each project shall be uniformly distributed among all benefitted buildable parcels within the <br />project area regardless of front footage. Unbuildable outlots and city parks shall not be considered when <br />determining the total number of benefitted shares. <br /> <br />D. Comer lots and double frontage lots. <br /> i. Comer lots and double frontage lots which have one or more sides fronting a State Trunk <br /> highway, County highway, or City MSA roadway which is not included within the <br /> subdivision, shall be assessed a full share. <br /> '~.~ ii. Comer lots which do not fall into category (i) above shall be assessed one half share for <br />' ~ each of two frontages <br /> <br />E. MSA roadways and unusual projects <br /> <br />On MSA projects, ~d in certain unusual projects, it is likely that the number of benefitted properties will <br />be unusually small and would result in a highly dispropogionate assessment when compared to similar <br />type maintenance projects. In such cases, the City Council may elect to assess each benefitted prope~y <br />the average assessment inyurred by all other benefitted propegies receiving a similar type maintenance <br />improvement for that year s program. <br /> <br /> <br />
