! <br />! <br /> <br />1988 TRUNK ~4~IGHWAY 10 CORRIDOR STUDY <br /> <br />The TH 10 Corridor Study was prepared to analyze market, land use, and transportation <br />issues pertaining Ito land parcels abutting and in close proximity to TH 10. Results of the <br />anaJysis were to Be used to guide the corridor's land use and frontage road access plans by <br />specific City and private sector actions. <br /> <br />At the time the TH 10 Corridor Study was prepared, daily traffic volumes on TH 10 were in <br />the 19,500 to 26,~i00 range. <br /> <br />IDENTIFIED ISSUES <br /> <br />Major <br /> <br />transportaiion issues from the study are outlined below: <br /> <br />Excessive iand use access provided along TH 10. The Corridor Study documented 53 <br />private ac~.ess points along TH 10 within a 2.65 mile segment. <br /> <br />Illogically spaced median breaks. Eleven median were identified within the same 2.65 <br />mile segment. Five of these were not associated with intersections. <br /> <br />Location o~f railroad right-of-way to the north of TH 10 only provides limited storage <br />area for southbound vehicles queuing to cross TH 10 on northbound cross streets. <br /> <br />Need for north/south street overpass across the railroad right-of-way at either CR 83 <br />(Armstrong_[ Boulevard), CR 56 (Ramsey Boulevard), or CR 57 (Sunfish Lake <br />BoulevardS. <br /> <br />Need to provide additional Mississippi River crossling. <br /> <br />Lack of dJ~ ect access between Armstrong Boulevard and Ramsey Boulevard. <br /> <br />It was observed that the intersection of Armstrong Boulevard and TH 10 was controlled by <br />a STOP sign. <br /> <br />RECOMMENDATIONS <br /> <br />The following recommendations were made in the TH 10 Corridor Study: <br /> <br />Extend McKinley Street westward from the City of Anoka into Ramsey.
