The advantages associated with platting Krypton Sn'eet N.W. as a through street would include
the eliminati~)n of the cul-de-sac, which would have been in excess of Ramsey's maximum
allowable length. A second advantage would be that the area gained from designing a through
street allows the developer to plat one additional lot over the 12 previously proposed.

This bridge 'qill require a permitting process with the DNR. The developer has submitted an
application th the DNR for the necessary permit. It should be noted that the costs associated
with bridgin$ the ditch are highly dependent upon the type of structure ultimately allowed by
the DNR. r

Wetlands: DNR Wetland #i 14-P is located on the property. The ordinary high water level
(OHW) in ~nj:hcated to be 858.1 feet. Any work which changes the course, current or cross
section of t~is wetland will require a DNR Protected Waters Permit. In addition, other
wetlands ar{ known to be adjacent to DNR protected wetlands. This project should be
reviewed b~ the Lower Rum River Water Management Organization (LRRWMO) for
compliance vkith their standards and those of the Wetland Conservation Act. The Army Corps
of Engineers 3hould also be contacted.

Gra~ting .andiDrainage: A chief grading concern will be the protection of the surrounding
wetland fron1 erosion and sedimentation resulting from the development. Silt fence has been
specified for ~elected areas. The LRRWMO will address the adequacy of the proposed erosion
control.

The grading, plan, as proposed by the Developer, would have the majority of the run-off
conveyed to the northeast, down Krypton Street N.W., where it would be collected by catch
basins and mj~nsmitted to an existing sedimentation pond constructed in the Wood Pond Hills
subdivision. ~The overflow from this sedimentation pond flows into Protected Wetland 114-P.

The westemm~ ost 250 feet of roadway will drain west and discharge into a sedimentation pond
constructed for the Chestnut Hills 4th Addition. This sedimentation pond will be expanded to
accommodat~ the additional runoff and will need to'be reviewed by the LRRWMO for
compliance With their standards.

The developer is also responsible for providing an addendum to the grading plan to show the
proposed trel~ preservation plan. Ramsey's Parks and Utilities Coordinator, Mark Boos, is
available for Consultation in preparing the U:ee preservation plan.

8. Park DedicatiOn: In it's current configuration, it is anticipated that the park dedication will
consist of a chsh payment for Chestnut Ridge.

The Planning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, January 4, 1994,
to consider your. lrequest for preliminary plat approval of Chestnut Ridge. I suggest that you, or
your representanye, be present at the meeting to answer any questions that may arise.

If you have any questions, please feel free to call at 427-1410.

Respectfully,

CITY OF RAMSEY

Sylvia Frolik
Zoning Administrator

Steven Jankowski, P.E.
City Engineer
