This is a State <br /> Statute. <br /> Mayor Ramsey explained in order to change the speed limit, a speed study and traffic study must <br /> be conducted. There must be a formal request to begin this process. <br /> Motion by Councilmember Wise, seconded by Councilmember Tossey to close the public <br /> hearing. <br /> Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Tossey, Backous, Elvig, <br /> Jeffrey, and McGlone. Voting No: None. <br /> The public hearing was closed at 8:35 p.m. <br /> Council Business <br /> Mayor Ramsey called the regular City Council meeting back to order at 8:35 p.m. <br /> Councilmember Strommen stated she is getting a general impression people are unhappy with <br /> the work that has been done. <br /> Public Works Director Olson explained this work was done before the new topsoil specification <br /> was put into effect. <br /> City Engineer Himmer noted the Dysprosium Street projects were done after the new topsoil <br /> specifications were put into effect. <br /> Motion by Councilmember Elvig, seconded by Councilmember Backous, to adopt Resolution <br /> #11 -10 -193 levying assessments for Improvement Projects #08 -34; Bituminous Paving of 151st <br /> and 152nd Avenues, and Fluorine Street. <br /> Motion carried.
