7.

fuel cells eliminates many of the sources of noise associated with conventional
steam-powered systems, thus easily compl..ving with OSHA standards

Odor Control

Landfills are becoming a national environmental problem due to concerns for gas
explosion, odor and release of emissions into the atmosphere. As the gas is
formed and pressure builds, it can migrate to the surface and can explode ifigniled
by a spark. The presence of sulfur in the refuse creates mercaptans which have a
distinct rotten-egg smell. The Anoka Regional Landfill has implemented an active
control system to include the installation of horizontal and vertical gas ex'traction
wells. The flow of landfitl gas rnix"rure is maintained by creating a slight vacuum so
as to induce a pressure ~adient toward the ex-traction well. The ex'xracted gas is
further processed through controlled burning (flaring) which diminishes the toxic
odor.

The demonstration project plans to utilize the landfill gas flow prior to the existing
flaring process. The landfill gas will be introduced into a clean-up processing
system removing the contaminates: including sulfur prior to the final processing to
the fuel cell. Since The fuel cell processing system is a closed vessel all gases are
controlled and managed. Because of the system design, the presence of odors
would be less than current existing odors at the site.

Finished Product

Under normal operational conditions the output of the fuel cell system would be
the generation of AC power. This demonstration .goals are specifically to show the
potential of using landfill gas as a fuel supply. The output of this demonstration
will be DC power from the fuel cell to the toad bank and further processed as
generated heat rather than electricin.,.

Present Zoning District

The proposed location of the facilin.., is zoned for industrial purposes by the City of
kamsey. The facility is considered industrial in nature and meets the zoning
requirements for this location.

Site Map

A site map and facili5' layout is included in Attachment 1.

I
!
I
I
!
I
I
I
I
I
i
I
I
I
I
I
I
I
I
