i~400 Bo~ers Drive <br />Ramsey, ~n. 55505 <br />January <br /> <br />Ramsey F'lanning and Zoning Commission <br />15155 Nowthen Blvd. N.W. <br />Ramsey, Mn. 55303 <br /> <br />Dear Commission Members: <br /> <br />The purpose of this letter is to respond to the notice ¥or a <br />request for a "conditional use permit for the repair and resale <br />of electronic automobile equipment" located at 14450 Bowers Drive <br /> <br />We would strongly object to the <br />number of reasons. <br /> <br />approval of such a permit for a <br /> <br />Clearly, this is a prized residential area. By allowing this <br />business to operate, the entire character o¥ the neighbourhood <br />would be chanced. We have already no~ed changes during the past <br />several months, what with ve~icles (employees?) being parked on <br />~he street ali day, and more disturbing, the almost daily <br />appearance of commercial vehicles, including large 18--wheel semi- <br />zrailer trucks and other assorted commercial Oelivery vehicles. <br /> <br />Because this is a typical country road, (also a Dead End) there <br />are obviously no "shoulders" or sidewalks. The parked vehicles <br />and laroe commercial trucks create a traffic hazard and limit <br />visibility of pedestrians and bicycle traffic... <br /> <br />Furthermore, the City should consider that this property is <br />located on the banks o~ the Mississippi River along a section <br />which has been nesigna~ed by the Federal Government as "wi id & <br />scenic" The DNR is currently ¥inalizing a report in which they <br />s~rictly limit any new businesses and are even recommending the <br />closure and re-location of existing "non-essential businesses", <br />i.e. businesses that do not have to be located on the river. <br />~eed 1 ess to say, repai r o¥ automoti ve equipment, wi th i ts <br />potential for land, water and noise pollution, ~ails into the <br />"non--essential" category. <br /> <br />in addition, if this request is granted, wouldn't this set a <br />precedent for other "home businesses"? What's next -- pawnshops? <br />boat repairs? - book stores? If the City approves one, how can <br />it legally refuse another? The City of Ramsey has much available <br />land currently zoned 4or business and commercial uses. <br /> <br />Bowers Drive is zoned residential. To allow a business with its <br />attendant increase in traffic, noise and pollotion to locate in <br />%his quiet residential area is, in effect, "changing the rules of <br />the game" after the game has begun. <br /> <br />Si nceret y <br /> <br /> <br />
