subdiv'isiom Use of ~ area by the appllcamt could cause future commercial development
in Rivenwick to install larger upstream detention areas. If this clrainage plan were to be
pursue~ an agreement will be needed from the developers of Rivenwick for use of the
detention capacity. The remaining drainage to the east would still need to comply with
WMO requi~ments for detention.

Finally, Staff is in receipt of a letter dated February 25, 1994, from the applicant in wkich
he states the increase to the storm sewer is between 3% and 4%. To make any estimate of
the percent of increase, one must first establish the quantity of runoff cun~nfly being
discharged. The applicant presents no information which establishes that number. In
addition, Staff can only verify approximately one-half of the 18,000 feet sited to drain onto
a "landscape/detention" berm. Sr~ff also disagrees strongly that a 4 foot snip of gravel is
going to provide m~y detention for storm runoff much less eliminate the runoff completely
as the appI~cant suggests.

13.

t4.

Bui]digg Design and Materials: City Code requires exterior walls to be of m~terial~ that are
100% other than metal, exclusive of doors and windows. The exterior view of these
storage structures is a series of overhead doors supported by decorative masontry block
columns consistent with the existing sn'uctures on Lots 1 and 2. City Code restricts
build.hag heights to 35 feet; the maximum builfllng height proposed on the structures is
11'4". Signed archkeetura] drawings of the structures have not been submitte~ The
developer indicates that upon site plan approval, signed arehiteetur~ drawings will be
provided at the time of building permit application.

Lighting: On-site lighting appears to be arranged to adequaIely illuminate the parking and
drive areas without emitting an excessive amount of lighting off the property.

· Site S~zrti~_,: The facility is proposed to be enclosed with a 6 foot high chain ]ir, lc fence
topp~ with 3 strands of barbed wire to match what currently exists on Lots 1 and 2.

The pl~n~ng Commission will be meeting at 7:30 p.m. on Thursday, March 3, 1994, to consider
your request for a conditional use permit and to review the proposed site plan. Enclosed for yom'
information is a copy of the proposed findings of fact and conditional use permit relating to your
r~uest for a conditional use permit Of course, all of these matters hinge on a favorable outcome
on the request for a variance to the impervious surface area restriction. I suggest that you, or your
representative, be present at the meeting m answer any que~ons that may arise.

If you have any questions, please don~ hesitate to cai1.

Respeeffully,

CT~ OF RAMSEY

Sylvia Frolik
Zoning Administrator

Steven Jankowski
City Engineer

I
I
I
I
I
I
I
I
I
I
!
I
I
I
!
I
I
I
I
