The City of Ramsey has advised <br />applicant that it has, following a State of Minnesota mandate, <br />established ~egulations governing the development of Critical <br />River lands.! The development standard in question sets forth a <br />maximum of 3!0% of land area to be paved or covered with <br />buildings. The following facts and information bear relate to a <br />variance from the 30% standard. <br /> <br />Subject land7 is served by a municipal storm sewer system in Ebony <br />St. N.W. which also drains Riverdale Drive, Felspar St. Dolomite <br />St. and 137t~ Ave. N.W. The storm sewer drains to a catch basin <br />beneath the ~ntersection of 137th Ave. and Ebony St., and then <br />into the MisSissippi River. This storm sewer system was <br />constructed lin 1976, and upgraded to better serve Riverdale Dr. <br />in 1988. Thle lot has been zoned for business use since 1976. <br /> <br />The drainagel, plan for the initial self-storage facility was <br />essentially All into the storm sewer system. This plan was <br />directed an~ approved by the Ramsey City Engineer. For the <br />proposed expansion, applicant has revised drainage plan such that <br />appr~ximat~l~ 5,000 sq. ft. of the 50,000 sq. ft. lot will be <br />non-~mperv~o~s areas. In addition, 18,000 sq. ft. of developed <br />area will drain into permeable on-site water retention areas. <br />Th~s dra~nag~ plan reduces the storm water load by 45%. The <br />remaining drainage would impact the storm sewer system with an <br />increase estimated at 3% to 4%, based on the increase in the <br />existing pa~ed and developed areas. <br /> <br />The nature a~d amount of pollution runoff can be estimated based <br />on the numbe~ of vehicle trips (traffic count). The existing <br />self-storage~ facility is equipped with a computer operated gate <br />security system, whereby all visitors enter an identification <br />code number ~nto a keypad both to enter and exit the facility. <br />This provide~ a permanent record of all visits, including time(s) <br />and durationl.
