"(7) The facility shall store recyclable material in containers. Materials shall not be left out- side of containers unless an attendant is pres- ent .... "(9) The facility shall not exceed noise levels as specified in [city codes]. "(10) Attended outside facilities located within 100 ft of a property zoned or occupied for res- idential use shall operate only between 7:00 a.m. and 7:00 p.m .... "(17) Occupation of parking spaces by the fa- cility and by the attendant shall not reduce available parking spaces below the minimum number required for the primary host use...
