However, if the RVM sorts and/or <br />reduces materials mechanically, it shall be lo- <br />cated at such greater distance from any resi- <br />dential district or use as necessary to assure <br />that the ambient noise level at the property <br />line is no greater than 5 decibels above that <br />existing prior to installation of the RVM. <br />"4. Access to the RVM shall be from an arteri- <br />al street or from a commercial street. <br /> <br />"5. The owner or operator of the RVM shall <br />police the site no less than once a day to as- <br />sure that no litter accumulates and that the <br />machine is emptied as needed. <br />"6.
