Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> RESOLUTION #94-05. <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING TO A <br />REQUEST FO~t A CONDITIONAL USE PERMIT FOR A HOME OCCUPATION <br />ON THE PROPERTY GENERALLY KNOWN AS 17310 ST. FRANCIS BLVD. <br />N.W. ~ <br /> <br /> WHEREAS, Jeffrey Lorge and Julie Lorge, husband and wife, hereinafter referred to as <br />"Applicants", ha~e properly applied for a Conditional Use Permit for a Home Occupation-to <br />establish and operate a one-chair beauty salon On the property generally known as 17310 St. <br />Francis Blvd. N.W. and legally described as follows: <br /> <br /> Lot 13, Auditors Subdivision #27, except road subject to easement of record; Anoka <br /> County, S~ate of Minnesota. <br /> <br />CITY <br />1. <br /> <br />(the "Subject Property") <br /> <br />NOW T~IEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />OF RAI~!r SEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />That the Applicants appeared before the Planning and Zoning Commission for a public <br />hearing p4rsuant to Section 9.03.04 (Conditional Use Permits) and Section 9.11.04 (Home <br />Occupano~ns) of the Ramsey C~ty Code on May 3, 1994 and that smd pubhc heann~, was <br />properly advertised and that the minutes of said public hearing are hereby incorporated as a <br />part of thase findin~,s by reference. <br /> <br />That the s, ubject property is zoned R-1 Rural Residential and is approximately 1 acre in <br />size. <br /> <br />That beauty salons are not a permitted use in the R-1 Rural Residential District. <br /> <br />That the s~Ubject property is surrounded by R-1 Rural Residential zoning and a residential <br />Planned Unit Development. <br /> <br />That the Applicant has provided documentation to support that the home occupation will be <br />conducted within the private dwelling on the property and that the area set aside for the <br />home occupation does not exceed 20% of the total floor area of the private dwelling. <br /> <br />That the Applicant will reside at the location of the proposed home occupation. <br /> <br />That the Applicant has stated that the home occupation will not include any employment of <br />persons not residing in the private dwelling in the performance of the home occupation. <br /> <br />That the A, pplicant has stated that there will be no exterior storage of business equipment <br />and materials. <br /> <br />.9. <br /> <br /> 10. <br /> <br />That thereiare other similar permitted conditional uses in .the R-1 Rural Residential District. <br /> <br />That the Proposed use will/will not be unduly dangerous or otherwise detrimental to <br />neighborifig residences. <br /> <br /> <br />
