CASE

REQUEST FQR SITE PLAN APPROVAL; ANOKA RAMSEY SPORTS CENTER
By: Zoning Administrator Sylvia Frolik

Background:

John Noard of t~e Anoka Ramsey Sports Center at 6760 Hwy. #10 N.W. is requesting site plan
approval to exp~d the accessory storage building on the property.
The follo,adng items are enclosed:

a)
b)
c)

She locadon map
Sile plan
C{ty Staff review letter dated June 30, 1994

Observations:

As you can see by the site plan presented, the configuration of the Anoka Ramsey Sports Center
parcel is changin~g. As a result of the realignment of Feldspar Street N.W. associated with the
Rivenwick Development, the agreement that has been negotiated consists of lvan Schwartzman
deeding the abangoned Feldspar right-of-way to the City. The City will then deed the proper'~y to
John Noard for~he purpose of expanding his off-street parking and maneuvering area. As
compensation for'property received, Mi'. Noard will pave the new section of Feldspar Street N.W.
from Rivenwick {o Highway #10.

The proposed site plan meets all of City Code requirements with respect to lot coverage, setbacks,
number and desil[n of off-street parking spaces and loading areas, landscaping and architectural
standards. Areas~needing to be addressed include amount of accessory building space allowed in
the B-3 Highway'~Business District, site drainage and access.

Accessory buildicg space in the B-3 Highway Business District is restricted to 30% of the gross
floor area of the~principa] building unless otherwise approved bv City Council. Mr. Noard's
pr/ncipal building is 10.500 square feet in size. With the proposed expansion to the storage
building, Mr. No~d's accessory, building space will be 12,000 square feet. In lieu of the fact that
the intent of the e/tpansion is to reduce or eliminate outside storage of invento~ on the property, an
activiq, which is r}o longer permitted in the Highway business disn-ict, City Staff recommends that
the accessor>, building space be allowed to exceed standards established in Civ Code.

The site currently ,~contains one access onto Riverdale and one onto Peldspar; the site plan proposes
an additional access onto kiverdale. After the expansion, it doesn't appear that the existing access
onto Riverctale wi_Il serve any particular function and Staff recommends elimination of it.

The applicant will have to obtain a permit from the Lower Rum River Water Management
Organization for the development as the facility discharges directly into the storm sewer which
empties into the Mississippi River.

Recommendation:

City Staff recommends site plan approval contingent upon compliance with City Staff review letter.

Commission Action:

Motion to:
Recommend that City Council approve/deny the proposed site plan for Anoka Ramsey
Sports Ceriter contingent upon compliance with City Staff review letter dated June 30,
1994.

Review Checklist:: Ciw Engineer
PC: 7/5/94
