7/22/94- Draft <br /> <br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #94-07- <br /> <br />RESOLUTION ESTABLISHING CRITERIA FOR CONSIDERATION OF <br />DEVELOPMENT OUTSIDE THE METROPOLITAN URBAN SERVICE AREA <br /> <br /> WHEREAS~ the City of Ramsey contains approximately 3,000 dwelling units using on- <br />site sewer systems; and <br /> <br /> WHEREAS, extension of public utilities, specifically sanitary sewer service, into areas <br />now serviced bv on-site sewer systems is difficult to program or predict as a result of a <br />combination of Municipal Charter features and Region'A Development Policies; and <br /> <br /> WHEREAS, certain undeveloped lands in areas of the City which remain outside of the <br />Metropolitan Urban Services Area (MUSA) nevertheless have characteristics which may make <br />limited development using on-site sewer systems of substantial benefit to the City; and <br /> <br /> WHEREAS, certain development types may tend to promote neighborhood cohesiveness, <br />identity, stability, judicious land use, innovative design with a concomitant benefit to land value; <br />and <br /> <br /> WHEREAS, in certain limited conditions these features would improve the range of <br />housing opportunity including a housing type which currently does not exist in areas outside the <br />MUSA; and <br /> <br /> WHEREAS, current rural service area voids exist for development types having all of the <br />following characteristics generally: <br /> <br />B. <br />C. <br />D. <br />E. <br /> <br />Owner occupied <br />Clustered construction <br />Multi-unit in nature <br />Common area maintained by an association <br />Si,m'fificant areas of open space more than other predon'finant residential types <br /> <br />- and - <br /> <br /> WHEREAS, the City's recent experience in working with Regional Planning Agencies in <br />pro~essively planning our Urban Service District has found the process bureaucratic, arbitrary, <br />protracted and not forthright, therefore the likelihood of appropriate planning and use of certain <br />areas outside the MUSA has been denigrated through time. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />STATEMENT OF POLICY <br /> <br />The City of Ramsey will allow the usage of multi-unit type development for single family dwelling <br />units using on-site sewer systems on a limited basis where such development meets the following <br />criteria: <br /> <br /> <br />
