City of Ramsey
15153 NOWTHEN BOULEVARD N.W., RAMSEY, MINNE$O'I'A 55303

PHONE (612) 427-'~10 FAX (612) 427-5543
TTD (612) 427-8591

August 2, 199z~

1~. Mark Kleckner
27938 104th S~rect
Z. immerman, Mn 55398

Re: Sketch Plan Review; Fox Knoll

Dear Mark:

We have received the sketch plan for Fox Knoll which consists of one sheet prepared by Polaris
Land Surveying and dated received by the City on July 12, 1994. We offer the following
comments:

General: The proposed plat is zoned R-I Rural Residential and is located in the Urban
Reserv~ District. The plat consists of approximately 20 acres to be subdivided into two
lots.

Accessito Lots: tt will be necessary, to extend 151st Lane N.W. into the plat as a cul-de-sac
to prov!de public access to both of'the lots. The developer will ~ required to construct the
cul-de-i~ae to City standards.

Lot.$i~s anq] D½men~ions: Both lots meet the 10-acre minimum lot size requirement for
the Urtian Reserve Dismct. The purpose for requiring minimum ten acre lot sizes in the
Urban ..~eserve Dismct is that larger size lots can be retative}y easily resubdivided to
accommodate their ultimate land use, urban size lots. ]:or this reason, City Staff is
reQuesang that the proposed plat address how the propert), would ultimately be divided into
url~an s~ze lots.

Soils: City Code has adopted a standard of 25% of a 2-1/2 acre lot or '~7 '~'>5 square feet
being Class I soils for acceptable creation of an on-site septic system.

Drainase and Utility E~sernents: A Grading and Drainage Plan will be required at the time
of prel~l'ainary plat. The plat should be modified to include ten (10) foot drainage and
utility easements around the perimeter of each of the two lots. In addition, ail wetland areas
should be designated as drainage and utility easements.

Furore $~bdivision: The comprehensive plan amendment requesting inclusion of this
property in the Metropolitan Urban Service Area (MUSA) was submitted to the
Merropdlium Council in October of 1993. The City has been informally advised by Metro
Council staff that MUSA approval is imminent pending receipt of the consultant
transpoi'tat~on data due by August 5, 1994. Further, it is expected that the property
immedii~tely south of this property will be sewered during 1995.
