The intent of the Urban Reserve District is to provide for the most efficient utilization of
land once municipal sewer and water becomes available. Therefore, this plat wilt be
reviewed with that in trend, particular}>, given the prqiect schedule for these services.

The developer is apprehensive that it will be too costly to extend sewer and water to this
peninsula of high ground to sem, e a limited number of lots and therefore render the project
economically unfeasible. Therefore, to ensure that he will be able to recoup some of his
investment by marketing 2 lots from this property, he wants to create the rural lots before
the property comes into the MUSA and he loses that capabilir'5.'.

City Staff is of the opinion tha~ the cost of sewer and water to this plat will not be
unreasonable and recommends that the developer redesign the plat to urban standards and
seek preliminary plat approval of same. It is anticipated that 20 to 30 urban lots might be
possible from the highland available. Subsequent to preliminary plat approval, the
developer could final plat only the first two lots off of the 151st extension and the
remainder of the property could be planed as outlots for final plat approval when sewer and
water is available. These two outtots could be retained by the developer or sold to the
buyers of the two platted lots for speculation.

If the extension of ciD' sewer and water is too costly for the number of lots achieved, the
developer or property owner is not obligated to final plat the two our. lots. Then the two lots
that are final platted could be developed with on-site septic systems because the outlots that
are not to be developed with ciD, sewer and water will provide the necessary area densiB,.

If the extension of eiB' sewer and water to the site is eoo.nomically viable for the numar of
lots achieved, the developer or property owner simply needs to apply for final plat approval
of the outiots based on the approved preliminary, plat.

Park Dedication: The sketch plan will be reviewed by the Park and Recreation Commission
6:00 p.m. on August 1 l, 1994 for park dedication requirements.

The Planning and Zoning Commission will be meeting at 7:30 p.m. on Thursday, August 11,
!99zl, to consider your request for sketch plan review of Fox Knoll.
