After zoning approvals, construction of the mobile home park and <br /> manufactured home subdivision involves the usual sequence of zoning and building permits <br /> issued by th~ local zoning/building officials, and approvals for design and construction of <br /> infrastructur~ by the public engineer, based on standards set forth in the land development <br /> code. In mo~ile home parks, mobile home spaces can be rented after the final development <br /> plan is acce~ted by the elected board as being in substantial agreement with the prelimi- <br /> nary development plan and the occupancy permit issued; in manufactured home subdivisions, <br /> lots can be oonveyed after the final plat is accepted and recorded. <br /> (b). Business ~perating license. An annual operating license is required to own and operate <br /> a mobile honie park. This license cannot be issued until the occupancy permit is issued for <br /> the park, an~ until the fire department inspects and approves all fire-fighting equipment, <br /> water supplyi, accessways and good fire safety practice throughout the park. If the occu- <br /> pancy permit! is revoked, the operator"s license is automatically revoked. If the park is de- <br /> veloped in p~ases, the license covers only phases for which occupancy permits have been <br /> issued. The l[cense can be transferred, subject to review of the new owner by zoning/build- <br /> ing officials!and fulfillment of code deficiencies by the prior owner before transfer to a <br /> new owner. '.In some states, licensure may be subject to rent controls imposed on owners of <br /> mobile homelparks to regulate excessive rent increases on lease renewals, given the practi- <br /> cal immobility of mobile homes sited on spaces and low or moderate income of many .ten- <br /> ants. Subjea_t to civil rights laws, spaces whose leases are not renewed by tenants must be <br /> leased to pc[sons wishing to rent them, who need only to meet financial qualifications ac- <br /> cording to w~itten standards. <br /> <br />IN THE NEXT FEW ISSUES . . .
