WasteI trash anf_..garbage disposa! in mobile home parks and manufactured home subdivi- <br />sions follows standards required for all residential service in the locality. Design and loca- <br />tion of community trash bins and receptacles take the design standards required for multi- <br />family projects. Receptacles serviced by trash trucks must be designed on a paved pad, <br />with a 6-8 ft wall or fence and gate, obscured from view by landscaping. Generally, recep- <br />tacles must be accessible within i00-250 ft of each living unit and must be provided with a <br />reinforced paved apron or drive for access by service trucks to remove trash. Some codes <br />require capacity of trash receptacles to be adequate for pick-up twice a week. <br /> <br />P, Sign standards for mobile home parks approved as freestanding zones are similar to those pro- <br />vided for multi-family single-site rental projects. When approved as an overlay zone or conditional <br />use, mobile home parks take the sign standards required for the underlying residential zone. A <br />freestanding pole or ground identification sign can be provided at each entrance, illuminated, non- <br />moving~ single or double faced, with the total area of all faces equal to the area of identification <br />signs typical of residential projects in multi-family zones. <br /> <br />7. OPERATION AND MAINTENANCE OF MOBILE HOME PARKS <br /> <br />A. Owners are'required to provide and maintain a registry of all occupants. These records are <br />available for inspection by the tax assessor, zoning office and other public agencies. Information <br />required includes the name of the owner and other occupants of each unit, the make, model and <br />dimensions of the unit, its date of manufacture and identification number, and location in the park <br />by lot and block number of the site. Often, the register must be tied to annual tax record dates, <br />such as registry of taxable property dated January 1 or July 1, with some codes requiring use of <br />forms, if any, provided by the tax assessor. The register lists the date of occupancy in the park, <br />any change of site within the park by occupants, the names of owners and occupants of units pur- <br />chased, sold and rented within the park and date occupants vacated the park. The register must be <br />maintained for 2-3 years after origination and must be current as of 2-4 weeks after any change <br />of occupancy. <br /> <br />B. Assurance of continued operation and management functions. Mobile home parks must provide a <br />permanent manager or operator accessible at all times by tenants and public officials. Manufactur- <br />ed home subdivisions must create and provide a homeowners association to own, operate and main- <br />tain common facilities of the subdivision, PUD or condominium. A hold-harmless and release of lia- <br />bility provision must be executed releasing public authorities from claims, especially for private <br />water and sewer systems and for septic systems and package treatment facilities. Project owners <br />and managers must allow right of entry by public officials to inspect facilities and enforce laws <br />and codes, including police and fire patrol, citation, enforcement, removal and impoundment of il- <br />legal, abandoned or improperly parked vehicles. The owners must provide a blanket easement for <br />right of entry by utilities and others with specific need to install, repair and maintain utilities re- <br />lated to the park. Owners must maintain all facilities and infrastructure of the project in a.safe, <br />clean, neat~ and orderly manner. Streets must be maintained free of cracks and holes, snow remov- <br />ed, and landscaping, fences and walls maintained.
