To place in separate districts those busi- <br />nesses which may create noise, odors~ hazards, <br />unsightliness, or which may generate excessive <br />traffic. <br />"3. To permit selected business uses in districts <br />where adjacency to or inclusion in a residential <br /> <br />area has sufficient elements or service or con- <br />venience to such areas to offset any disadvan- <br />tage. <br />"4. To encourage the grouping in appropriate <br />locations of compatible business uses which <br /> <br />will tend to draw mutually interchangeable <br />trade and so promote public convenience and <br />business prosperity and contribute to the alle- <br />viation of traffic and pedestrian congestion. <br />"5. The Neighborhood Commercial Zone <br />(CN-1) is intended to permit the development <br />of retail sales and personal services required <br />to meet the day-to-day needs of a full~f devel- <br />oped residential neighborhood. Stores, business- <br />es and offices in this zone should be useful to <br />the majority of the neighborhood residents, <br />should be economically supportable by nearby <br />population, and should not draw community- <br />wide patronage. A grocery store or grocery <br />store/drugstore combination is favored as the <br />principal tenant in a 'neighborhood commercial <br />zone. In general, the CN-1 Zone is intended for <br />the grouping of a grocery store and small re- <br />tail businesses and office uses which are rela- <br />tively nuisance-free to surrounding residences <br /> <br />and which do not detract from the residential <br />purpose and character of the surrounding <br /> <br />neighborhood. The location and development of <br />neighborhood commercial sites should follow <br />the criteria set forth for such sites in the <br />Comprehensive Plan. <br /> "Community Commercial Zone (CC-2). <br />"Intent. The Com. munity Commercial Zone (CC- <br />2) is intended to provide for major business <br />districts to serve a maior segment of the total <br /> <br />community population. In addition to a variety <br />of retail goods and services, these centers <br />may typically feature a number of large traffic <br />generators, that require access from major <br />thoroughfares. While these centers are usually <br />characterized by indoor operations~ certain <br />permitted uses may have limited outdoor activ- <br />ities as specified. <br /> "Highway Commercial Zone (CH-l). <br />"Intent. The Highway Commercial Zone (CH-I) <br />is intended to permit development of services <br />relating to expressways or other locations <br />along major arterial thoroughfares. At certain <br />access points, food, lodging, motor vehicle <br />service and fuel can be made conveniently <br />available to the thoroughfare user. <br /> "Central Business Zone (CB-10). <br />"Intent. The Central Business Zone is intended <br />to be t}{e high density~ compact~ pedestrian <br />oriented shopping! office, service, and enter- <br />tainment area in Iowa City. Development and <br />redevelopment within this zone should occur in <br />compact groupings~ in order to intensify the <br />density of usable commercial spaces, while in- <br />creasing the availability of open spaces, plaz- <br />as, or pedestrian ways. The zone is intended to <br />accommodate a wide range of retail, service, <br />office and residential uses. Auto oriented uses~ <br />as defined in this [zoning code], are, not permit- <br />ted except as otherwise provided. Consolidated <br />off-street loading and service facilities should <br />be provided wherever practical with access to <br />be provided from public service alleys or <br /> <br />courts...It is intended that off-street parking <br />facilities~'~be publicly provided and off-street <br />accessory~ parking be allowed only as a provi- <br />sional use.
