The plans propose to consu'uct a 65,000 sqLmre foot addition to <br />Ramsey Elementary School. We offer the following comments: <br /> <br />Z, onin~: The existing site is zoned R-1 Rural Residential for which schools are not a permitted use. <br />The existing school structure is considered lawful non-conforming and enlargement of it must be/n <br />compliance with City Code. The School District has also acquired the two parcels to the south of <br />the existing site to accommodate the expansion. These parcels are zoned B-2 Business for which <br />schools are also not a permitted use. Therefore, it will be necessary to rezone the school properties <br />to R-3 Urban Residential for which schools are a permitted use. Staff will initiate the rezoning <br />proceedings at the January meeting of the Planning Commission. The Planning Commission will <br />conduct a pubhc hearing and forward a recommendation to City Council. City Council then <br />considers adopdon of an ordinance to rezone the propertT. <br /> <br />Lot Coverage: The subject site is approximately 52 acres in size or 2,265,120 square feet. <br />However, for lot coverage purposesLot coverage in the R-3 Disudct by a principal building is <br />restricted to 20% of the lot area or 453,024 square feet in this case. The existing structure (62,500 <br />square feet) and the proposed expansion (65,000 square feet) total 127,500 square feet, which is in <br />compliance with Cid, Code. <br /> <br />Setbacks: The existing structure and the proposed expansion meet the 15 foot side yard and 40 <br />foot rear yard setback requirements. The facility fronts on Nowthen Blvd. N.W. and the sumcmre <br />setback from that thoroughfare is 50 feet from the right-of-way line or 110 feet from centerline, <br />whichever is greater. The closest point of the new building is 200 feet from the right-of-way a_nd <br />260 feet from the centerline. <br /> <br />Utilities: The facility will be served by municipal water and sanitary sewer. It is proposed that <br />sanitary sewer will be extended to the facility from the extension of the 30 inch interceptor sewer <br />along the wetland on the western boundary of the site. This interceptor has been identified in the <br />City's comprehensive sewer plan. It is proposed that municipal water will be extended from the <br />northwestern comer of Rarnsey Commons 2nd Addition along C.S.A.H. ~,5. <br /> <br />7 <br /> <br /> <br />
