Archit~tura] Standards: The exterior finish on the structur~ will be brick to match the existing <br />sn-ucmre. This is in compliance with City Code. The proposed structure will not exceed the 35 <br />foot height limit. The City should be provided with a copy of the building elevations to suppor~ <br />compliance with architectural standards. <br /> <br />W_...g.~g_,.~&~gg~ City Code requires that ~I1 solid waste and refuse receptacles shall be stored within <br />a completely screened structure or container. It is staffs understanding that waste storage <br />receptacles will be maintained at the loading do:la <br /> <br />Landscaping and Screening: According to CiD' Code, a 20 foot deep landscaped area with <br />screening is required parallel to Nowthen Blvd. and a 40 foot wide landscaped, buffer area is <br />required along the south property line to buffer the use from the single family homes. City Code <br />also requires the entire front vard to be sodded and/or landscaped from the street to the front of the <br />building. <br /> <br />The landscaped area depicted on the site plan that is parallel to Nowthen Blvd. meets the 20 foot <br />depth requirement and and is proposed to be stocked with a combination of deciduous and conifer <br />trees and shrubs. The front yard will be landscaped from the street to the front of the building. <br /> <br />The site plan indicates that the 4 existing, marginal ballfields will be reconstructed into 2 larger <br />fields. However, the proximity of the 2 new fields to the adjacent residences results in the <br />potential for athletic activity to encroach upon the single family lots and adverse impacts to exisimg <br />trees. Screening is proposed along the south property Iine but it does not appear that the location <br />of the ballfields will be conducive to a 40 foot wide buffer area for the adjacent residences. It is <br />recommended that consideration be given to maligning the ballfields to the north to increase the <br />buffer area and that consideration be given to fencing the south property line to avoid a situation of <br />athletic related activity encroaching onto the neighboring residences. <br /> <br />,Off Street Parkint an.~ Drive,~ - Design and Am0t~nt: Ramsey Ciu, Code does not establish a <br />recommended number of parking spaces for schools. In checking with some of the surrounding <br />communities, Staff has found that generally one parking space per employee and 2 parking spaces <br />per classroom are required. It is Staff's understanding that there will be 40 classes at the school <br />and approximately 110 employees, for a total of 180 parking spaces being recommended. The site <br />plan indicates that there are currently 103 partdng spaces on the site and that an additional 100 <br />parking spaces are proposed to be developed, for a total of 203. <br /> <br />City Code requires all drives, off-street parking and loading and maneuvering areas to be surfaced <br />with a 2 inch bituminous mat and finished with 6 inch high, poured concrete curbing (B-612). <br />The site plan does indicate that the par-king and drive areas will be surfaced with bituminous. The <br />site plan also indicates that there Mil be curbing, but it doesn't indicate where there will be curbing <br />and the t>.'pe of curbing proposed. The. site plan should be modified to indicate that the outer <br />perimeter of alt pavement will ~ finished with B-612 curbing. The site plan should be modified to <br />provide for clisability approved amenities, such as curb cuts with ramps, leading from the parking <br />lots to all public areas. <br /> <br />If there any intentions of treating the existing northerly parking lot with a bituminous overlay at the <br />time the new site improvements are installed, it should be noted that such renovation would require <br />bringing that parking lot up to code by the installation of B-612 concrete curbing also. <br /> <br /> <br />
