Accesses: Thc northcrly entrance to the north parking lot and bus drop off area will remain in its <br />existing location. Thc bus drop off ama will be cxtcnded to thc south and necessitates relocating <br />the bus exit accordingly, In accordance with Staffs recommendation, this bus exit will be aligned <br />with l$0th Lane N.W. on thc cast side of Nowthcn Blvd. N.W. Thc existing southerly entrance <br />to thc ball.field aa'ca will be relocated to thc south as a result of thc cxpansion and will direct traffic <br />to the recreational areas and thc parent parking lot, Thc existing access to thc homestead parcels <br />acquired south of thc existing site will be climinated. <br /> <br />City Staff is recommending that school zone signs be erected at the north and south approaches to <br />the school. The signs should be retrofitted with yellow flashing lights that signify the high vehicle <br />and pedestrian traffic times during school arrivals and departures. <br /> <br />Pedestrian Pathway: For pedestrian transportational purposes, the site plan should be modified to <br />include a ten foot wide bituminous trail parallel to Nowthen Blvd. from the north to the south <br />property line of the site. The trail on the northerly end of the site should connect with the trail in <br />Haubrich Addition, the plat to the north. Grading for future trails should also be provided from the <br />northwest and the southwest property boundaries to bring foot traffic in from adjacent residential <br />areas. <br /> <br />Lighting: The only lighting proposed on the site plan are two lights in the new southerly parking <br />lot. No other proposed or existing lighting is shown. <br /> <br />Drainage: A drainage plan should be provided. Such a plan should anticipate directing drainage to <br />the west with ultimate discharge into Wetland t 14P on the site's western bounda_D,. Sedimentation <br />and skimming of storm water should be provided prior to discharge. It is noted that educators at <br />the school expressed interest in having a sedimentation ponding area constructed at an elevation <br />such that it may provide for open water. The purpose would be for environmental education study <br />and wilctl~fe observation/habitat Storm drainage requires a review by the Lower Rum River Water <br />Management Organization (LRRWMO) and will have to comply with the standards of that <br />organization. <br /> <br />Recreational Areas: Staff has noted that the visibility between the 3-5th grade playground and the <br />Kindergarten-2nd grade playground is obstructed by the building expansion. City Staff suggests <br />that consideration be given to getting the 3-5th grade playground within eyeshot of the ballfields <br />and Kindergarten-2nd grade playgound in order that parents can keep an eye on all children at all <br />ages making use of the various recreational areas. <br /> <br />Although the City does perform some minor maintenance of the recreational areas at Ramsey <br />Elementary School, it is not City property. In addition, the hockey rinks are in disrepair and <br />served by a din parking lot. There needs to be a use and maintenance ag'reement between the City <br />and the School District if the City is to be involved at all with this recTeational area. <br /> <br />Si_t~n: The site plan indicates a new sign in the front yard. City Code restricts the combined gross <br />area of institutional wall and ground signs to 80 square feet. A Sig-n permit MI1 be required from <br />the City for the erection of the new sign. The permit includes 'a 5;25.00 review fee and a $75.00 <br />issuance fee. <br /> <br /> <br />
