The site plan consists of one sheet prepared by Kirt Charest and dated 11/3/94. <br />We offer the following comments: <br /> <br />Zoning and General: The subject property, is zoned B-3 Highway Business. In September <br />of 1993, Ralph's Gun and Pawn was relocated from 6131 Hwy. #10 N.W. to 6101 Hwy. <br />#10 N.W. In accordance with City Code, a specified amount of time had passed since the <br />property was actively used for commercial purposes and as a result, the site lost ists non- <br />conforming rights to operate without improved drives, off-street parking and maneuvering <br />areas. Re-establishment of commercial activity on the property requires the installation of <br />required site improvements (concrete or blacktop driveways, customer/employee parldng <br />areas and maneuvering areas and B-612 concrete cm-.bing) in accordance with an approved <br />site plan. <br /> <br />In order to not create undue hardship for Mr. Nissen's business, Ciw Staff entered into an <br />a~eement with Mr. Nissen wherein he was allowed to open for business upon installarion <br />of temporary site improvements. The improvements made to the driveway and <br />customer/employee parking area are considered temporary because part of the a~eement <br />with Mr. Nissen was that if, as a result of the site plan review, it was determined that <br />corrections to the site drainage or to the blacktop installed prior to site plan approval were <br />necessary, in addition to adding the curbing to the site, then Mr. Nissen would be <br />responsible to do whatever necessary to make those corrections. <br /> <br />.Number of Off Sn-eet Parking Spaces: According to City Code, one parking space for <br />eyeD' 200 square feet of retail space is required. In previous discussions with Mr. Nissen, <br />it was determined that them is 1,000 square feet of retail space in the pawn shop. Based on <br />that information, Mr. Nissen is required to have 5 off-street paved parking spaces. From <br />the site plan submitted, it woud appear that a sufficient amount of blacktop has been applied <br />to the site to accommodate 5 off-street parking spaces. <br /> <br />Design of Driveway, Off-Street Parking Area and Loading Facilities: City Code requires <br />that off-street parking areas, driveways and maneuvering areas be surfaced with concrete or <br />asphalt and finished with concrete curbing. The blacktop installed in the Fall of 1993 to the <br />dr/veway and customer/employee parking area is in accordance with City Code <br />requirements. <br /> <br /> <br />
