Conduct in Public Parks <br /> <br />5.06.26 Standards for issuance. The director shall issue a permit hereunder <br />when he findS: <br /> <br />That the proposed activity or use of the park will not unreasonab]y <br />interfere with or detract fi'om the general public enjoyment of the <br />park; <br /> <br />That the proposed activity and use will not unreasonab)y interfere <br />with or detract from the promotion of public health, welfare, <br />safety and recreation; <br /> <br />That the proposed activity or use is not reasonably anticipated to <br />incite violence, crime or disorderly conduct; <br /> <br />That the proposed activity will not entail unusual, extraordinary <br />or burdensome expense or police operation by the city; <br /> <br />That the facilities desired have not been reserved for other use. <br /> <br />5.06.27 A~ppeal. Within 20 days after receipt of an application, the director <br />shall issue thc permit or apprise an applicant in writing of his reasons for denying <br />the permit. /my aggrieved person shall have the right to appeal to the city council. <br />Such appeal shall be in writing and shall be filed with administrator/clerk within <br />ten days after receipt of the director's decision. The administrator/clerk shall place <br />the appeal on'the agenda for the next regular council meeting, at which time the <br />applicant may appear in support of his appeal. The coundl may aim, deny or <br />alter the terms of the permit. The decision of the council shall be final. <br /> <br />5.06.28 Liability of permittee. The permittee shall be liable for any loss, <br />dan~age or injurY sustained by any person or whatever by reason of the negligence <br />of the permittee or his agents. <br /> <br />5.06.29 Revocation. The director shall have the authority to revoke a permit <br />upon a finc~ng! or violation of any rule or ordinance, or upon good cause shown. <br /> <br />5.06.30 Ejectment. The director and any park attendant shall have the <br />authority to eject from the park any person acting in violation of this chapter. <br /> <br />5.06.31 Seizure of property.
