ELIGIBILITY All proposers who can answer "yes" to all five qualifying criteria (see page 3), and have not received funding ~r the past three consecutive years are eligible. This includes the City of Ramsey or any entry of the City. However, only one "City" proposal per Year will be accepted by the Commission an[l the three consecutive year limitation applies. INTRODUCTION AND GENERAL CONSIDERATIONS The Park and Re°reation Commission's (here after referred to as the Commission) Lawful Gambling Fund R~ntiew Committee comprises nine individuals including the City Administrator and the Commissi6n's Ex Officio. Throughout the ye~ the Commission will solicit and accept applications for projects occurring the following year. A~plications will be accepted at any _time. The deadline for submittal of projects will be 5:00 p.m. tile second Friday of January for projects to occur that year. For 1995, the Co .ngnission has available approximately $3,000, equating to one or more projects totaling more than $6,000 in "value". Applicant's are urged to make early contact with a Commissioner or staff member to: ensure appropriateness with the program's intent and the City's plans; to potentially improve the proposal with other element~ and cooperation; and, to define potential City project assistance. Applying for this grogram is not a guarantee of funding. If there is a more appropriate source of funding, your proposal may not be eligible or you will be advised early in the process to seek other sources of assistance. The Commission reserves the right to modify the provisions of this application when it is deemed in the best interest of the City, including modifying the available dollars to fund additional worthwhile project~. Conversely, the Commission may decide not to fund any projects in a given year. The project must cgarly benefit youth of Ramsey by recreational improvements or related property improvements, or i~ the case of outdoor environmental education, the project must provide lasting benefits for Rams~'s residents. 1995 Project Emphasis The Commission reserves the right to exclude certain projects or provide special consideration for others. For 1995 tliere is no project emphasis guidelines to consider. Evaluation Process Each Committee member will receive copies of all proposals to review prior to the February meeting. After the applicant's presentation to the Commission, each Committee member will assign a ranking t0 the projects. The rankings would be added then divided by the number of voters to determin~the initial ranking. At this point, the Committee will undertake a discussion to ensure that the res~tant rank of the proj. ect does indeed fit the City's need. This collective review may allow for a re~ote of all of the project or an agreement to modify the scope of the program or the available dollar~, to ensure the City receives the most for its effort.
