ELIGIBILITY <br /> <br />All proposers who can answer "yes" to all five qualifying criteria (see page 3), and have not <br />received funding ~r the past three consecutive years are eligible. This includes the City of <br />Ramsey or any entry of the City. However, only one "City" proposal per Year will be accepted by <br />the Commission an[l the three consecutive year limitation applies. <br /> <br />INTRODUCTION AND GENERAL CONSIDERATIONS <br /> <br />The Park and Re°reation Commission's (here after referred to as the Commission) Lawful <br />Gambling Fund R~ntiew Committee comprises nine individuals including the City Administrator <br />and the Commissi6n's Ex Officio. <br />Throughout the ye~ the Commission will solicit and accept applications for projects occurring the <br />following year. A~plications will be accepted at any _time. The deadline for submittal of projects <br />will be 5:00 p.m. tile second Friday of January for projects to occur that year. <br /> <br />For 1995, the Co .ngnission has available approximately $3,000, equating to one or more projects <br />totaling more than $6,000 in "value". <br /> <br />Applicant's are urged to make early contact with a Commissioner or staff member to: ensure <br />appropriateness with the program's intent and the City's plans; to potentially improve the proposal <br />with other element~ and cooperation; and, to define potential City project assistance. <br /> <br />Applying for this grogram is not a guarantee of funding. If there is a more appropriate source of <br />funding, your proposal may not be eligible or you will be advised early in the process to seek other <br />sources of assistance. <br /> <br />The Commission reserves the right to modify the provisions of this application when it is deemed <br />in the best interest of the City, including modifying the available dollars to fund additional <br />worthwhile project~. Conversely, the Commission may decide not to fund any projects in a given <br />year. <br /> <br />The project must cgarly benefit youth of Ramsey by recreational improvements or related property <br />improvements, or i~ the case of outdoor environmental education, the project must provide lasting <br />benefits for Rams~'s residents. <br /> <br />1995 Project Emphasis <br /> <br />The Commission reserves the right to exclude certain projects or provide special consideration for <br />others. For 1995 tliere is no project emphasis guidelines to consider. <br /> <br />Evaluation Process <br /> <br />Each Committee member will receive copies of all proposals to review prior to the February <br />meeting. After the applicant's presentation to the Commission, each Committee member will <br />assign a ranking t0 the projects. The rankings would be added then divided by the number of <br />voters to determin~the initial ranking. At this point, the Committee will undertake a discussion to <br />ensure that the res~tant rank of the proj. ect does indeed fit the City's need. This collective review <br />may allow for a re~ote of all of the project or an agreement to modify the scope of the program or <br />the available dollar~, to ensure the City receives the most for its effort. <br /> <br />Page <br /> <br /> <br />
