Case #4: Request for Sketch Plan Review of Haven Estates, a Minor <br /> Subdivision; Case of Keith Borgeson <br /> <br />City Engineer Jankows 'k.i advised that Keith Borgeson is requesting a minor subdivision to replat <br />Lot I, Block 9, Fox Ridge Estates and Lots 3 and 4, Block 5, Ktemish Addition for the purpose of <br />enhancing the buildability of Lots 3 and 4 in Klemish Addition. <br /> <br />Commissioner Deemer inquired whether the applicant would consider moving the existing <br />driveway on Lot t, Block 9, Fox Ridge Estates. <br /> <br />Mr. Jankowski added that the City would be requesting the applicant to give easement over the <br />driveway. <br /> <br />Keith Borgeson, applicant, stated it would be difficult as the lot is heavily wooded. <br /> <br />Acting Chairperson Hendriksen recessed the regular Planning Commission meeting at 8:30 p.m. <br /> <br />Acting Chairperson Hendriksen called the regular Planning Commission meeting back to order at <br />8:34 p.m. <br /> <br />Discussion ensued around the aerial map of the area under consideration. <br /> <br />Acting Chairperson Hendriksen expressed the need to eliminate the access on Trunk Highway #47. <br />Although he didn't see the necessity to vacate immediately, he stated there should be some <br />commitment to do so in the reasonable future. <br /> <br />Mr. Borgeson stated he would consider such, but that he was not prepared to do so yet. He cited <br />the many obstacles on his land to consider the proposed alternate driveway. <br /> <br />Commissioner Deemer stated he felt the applicant should be subject to park dedication for creating <br />two new lots on his land. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to accept the sketch <br />plan for Haven Estates minor subdivision and recommend City Council approve the final plat as <br />present based upon discussion and contingent upon the Park and Recreation Commissioffs <br />recommendation and the necessary variances to 168th Lane N.W. <br /> <br />Further Discussion: Mr. Jankowski advised the applicant that he would be required to avoid the <br />wetlands. <br /> <br />Motion Carried: Voting Yes: Commissioners Deemer, Thorud, Holland, and Terry. Voting No: <br />Acting Chairperson Hendriksen. (Acting Chairperson Hendh. ksen felt an agreement was needed <br />regarding vacation of the access on Trunk Highway ~1.7, and a timetable constructed, before <br />approving the sketch plan.) Absent: Chairperson Bawden and Commissioner LaDue. <br /> <br />Mr. Jankowski inquired if Mr. Borgeson would be willing to vacate the driveway if the City would <br />then grant easement back until Trunk Highway g47 is upgraded. <br /> <br />Mr. Borgeson sa_id he would be amenable to such an agreement.. <br /> <br />Planning & Zoning Commission/May 3, 1994 <br /> Page 6 of 9 <br /> <br /> <br />
