Voting No: None. Absent: Chairperson Bawden and Commissioner
LaDue.

Ms. Dempsey recOunted that this is a part-time business and only involves four 3-hour sessions.

Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City
Council approve the issuance of an interim use permit for a home occupation at 14794 Krypton
Court N.W.

Motion came& Voting Yes: Acting Chairperson Hendriksen, Commissioners Deemer, Thorud,
Holland, and Terry. Voting No: None. Absent: Chairperson Bawden and Commissioner LaDue.

Case #3: Roquest for Site Plan Approval; Case of Peter Chalich, Chalich
Trucking

City Engineer Jankowski advised that Peter Chalich of Chalich Trucking is proposing to construct
a 15' x 40' (600 square foot) office addition to the n'uck terminal at 8046 - 146th Avenue N.W.
The property is zoned Industrial and the office addition is a permitted use. Mr. Jankowski stated
his concern that no measurements have been provided on the site plan to verify that the addition
will meet the 20 foot setback from the Ferret Street right-of-way.

Commissioner Deemer suggested requesting a certificate of survey.

Mr. Jankowski advised that the architectural standard is 50% other than metal for the exterior
finish, and that the proposed addition is to be finished with cedar siding which is in accordance
with City Code. 1Vlr. Jankowski noted that Mr. Chaiich defaulted on the requirement to apply brick
facades to the south and east wails of the original truck terminal, and therefore, Staff recommends
that Mr. Chaiich be required to apply a decorative finish (compatible with the cedar siding on the
proposed addition) to at least 50% of the south and west wails of the existing building as these are
the walls that fi.oat public streets. Mr. Jankowski also explained that City Code requires a 20-foot
deep landscape arm along all public streets, and the site plan should be amended to designate some
turf and plantings in the west side yard from the building to the road right-of-way.

Motion by Acting Chairperson Hendriksen and seconded by Commissioner Deemer to table site
plan review for th~ expansion of Chaiich Trucking until the Commission can review information
from the past meetings concerning the original truck terminal, the development agreement for the
original truck terminal, and Staff recommendation on how to resolve the controversy over what
was originally planned to meet architectural standards for the exterior finish.

Further Discussion: Acting Chairperson Hendriksen stated he didn't feel the architectural
standards should ~e relaxed from the f'zrst agreement, and he felt the Commission needed to review
documentation of'_the history. Commissioner Deemer stated that the original a~eement of brick
was a relaxation of the architectural standards at that time. 'Commissioner Deemer again stated he
felt a certificate of survey was an additional need for further consideration.

Motion carried. Voting Yes: Acting Chairperson Hendriksen, Commissioners Deemer and Terry.
Voting No: Commissioners Holland and Thorud. Absent: Chairperson Bawden and
Commissioner La. Due.

Planning &

Zoning Commission/May 3, 1994
