Purpose. The City Council recognizes it is <br />essential to the health, safety and welfare of the residents of Ramsey and persons working <br />in Ramsey, that the character and quality of the environment be considered to be of major <br />importance in the planning and development of the City. In this regard, the manner in <br />which land is developed and used is of high priority. The preservation of land for park, <br />playground and public open space purposes as it relates to the use and development of land <br />for residential, commercialAndustrial purposes is essential to the ma/ntairdng of a healthful <br />and desirable environment for all citizens of the City. The City must not only provide these <br />necessary amenities for our citizens today, but also be insightful to the needs of our future <br />citizens. <br /> <br />It is recognized by the City Council that the demand for park, playground and public open <br />space within a municipality is directly related to the density and intensity of development <br />permit[ed and allowed withSn any given area. Higher density developments mean greater <br />numbers of people and an increased demand for parks, recreational resources and public <br />open space. To disregard this principle is to inevitably over-tax existing facilities and thus, <br />diminish the quahry of the envkonment for ail. <br /> <br />The City's Comprehensive Park and Open Space Plan establishes minimum community <br />criteria for meeting the needs of the residents of Ramsey. <br /> <br />It is the pol/cy of Ramsey that the following standards and guidelines for the dedication of <br />land for park, play~ound, and pubhc open space purposes (or cash conrr/butions in lieu of <br />such dedication) in the subdividing and developing of land within the City shall be d/rectly <br />related to the density and intensity of each subcI/vision and development It is further the <br />poI/cy that it is intended that subdivision dedication shall flu'st be allocated toward <br />deficiencies in the subdivision, neighborhood or .specific district park(s), then to trails <br />linking parks, then community parks, then multi-jurisdictional park(s) in Ramsey. Finally, <br />that dedication fees recognize the impact upon each of these systems by the subdivision of <br />land. <br /> <br /> Subd. 2. ResidentiaI parkland dedications. The amount of land to <br />be dedicated by a subdivider for residential development shall be based on the gross area of <br />the proposed subdivision, proposed type of dwelling unit and density. <br /> <br />/Z <br /> <br /> <br />
